Recently, one of my close friends returned home from a week long-vacation in Dubai. With her parents and other family members, she naturally had a very pleasant stay in Dubai and was very smitten by the artificial greenery, cleanliness and the spruced streets there.

However, in utter dismay she said that it would take another 50 years for the Indian government to match the standards of safety and cleanliness maintained by the Dubai administration. She came down heavily on the poor state of Indian roads, which are generally filled with pot holes, cow dung and spit trails of pan masalas.

My friend was right to some extent as many of us are familiar about the deplorable condition of Indian roads, and feel embarrassed when someone compares our country on these accounts with the other.

However, it won’t be appropriate to blame the government alone for every pressing problem being faced by our country.

And let alone roads, it seems that we Indians have developed a strange obsession for spitting err colouring the neat and clean corners of every single wall in government offices, public places, railway stations, bus stands and government hospitals etc.

Unmindful of our disgusting act, we Indians take pride in changing the geography (appearance) of any wall if it is not being guarded by watchful eyes.

In fact, I should say that we Indians are born natural artists as we have expertise in creating various horizontal, vertical lines matching the colour patterns of a painted wall and that too not with the help of a brush and colour, but with the dark corrosive red beetle juice.

We all know that spitting, urinating and littering on government properties, public places is very disgusting, embarrassing and unhygienic, but even then we have no urge to motivate and resist people from spitting paan masala and gutkhas every here and there.

One can easily imagine how one feels when his newly constructed and painted wall is repainted by these born natural artists, who take pleasure in spitting on such unspoiled properties.

I would rather punish some one if I catch a person spitting on my property. But that would not solve the problem since I am not in a position to pay compensation to the victim as I am a garib patrakaar (a mere journalist). As it is said that “words are mightier than sword,” I preferred to write and motivate people for changing their habit of spitting, urinating and littering.

We all know that government, Indian Railways spends crores of tax payers’ money every year to clean the corrosive stains of paan and gutkha, as it could not be removed by using normal detergents and simple washing.

According to a report, the Indian Railways spends an estimated Rs 1.50 crore every year in cleaning and scrubbing of the grim.

The stains of paan masalas and gutkhas are highly corrosive and permanent in nature, which require lot of water, non-caustic detergents, cleaning equipments and above all man power.

Clearly, a large chunk of taxpayers’ money is wasted in the so called “cleaning campaign”, which could be otherwise spent on public welfare schemes or improving the infrastructure.

Moreover, the legislations put in place by the government aimed at penalising those caught spitting are of no use since the offenders are mostly not nabbed.

In present circumstances, there is an urgent need to change the existing legislations to stop people from spitting, littering and urinating on public properties. Often no case is registered since arresting an offender and taking him to court proves to be a futile and time consuming exercise. In such cases, the precedent set by the BrihanMumbai Municipal Corporation (BMC), in a bid to strengthen its Clean Mumbai Campaign, can be emulated where in the offender is fined on the spot.

According to reports, the BMC created a special squad to deal with the menace of spitting, littering and urinating in 2007. It has since then fined over one lakh offenders and collected fines to the tune of Rs 4 crore.

Besides introducing stringent measures, efforts should also be taken by the local level administration to spread awareness about maintaining cleanliness through announcements, posters and various campaigns.

At a time when our government is dealing with more complex problems like global warming, terrorism & internal security, declining economic output etc simpler issues such as spitting and littering can be effectively dealt by developing a good civic sense in our children at a very tender age.

Our governments can recommend changes in the curriculum of primary level education by introducing chapters on cleanliness, health and hygiene, discipline, importance of plants and trees with respect to the environment, abiding traffic rules, maintaining order while in a queue, using spittoons, garbage boxes to dump household wastes etc.

These simple measures will help us in inculcating a good civic sense in our children over generations and make them responsible citizens in future. These measures will help us get rid of the menace of spitting and other such evils.

It is not surprising why educated citizens in the developed and industrialised countries do not litter, urinate or spit on roads, public places but instead use spittoons and garbage boxes.

The United Kingdom presents a classic example in this regard, which was probably the first country in the world to introduce the spittoon culture aimed at inculcating a good civic sense in its citizens.

These simple but effective steps helped the Western nations in overcoming the problems arising out of unmindful spitting, littering and urinating at public places.

The local administration can also install a large number of spittoons and garbage-disposal trolleys at government offices, public spots, roadsides where ever possible.

It can do wonders if the commuters learn to respect public property and avoided littering and spitting, which in turn will save their hard-earned money and help the government in providing better facilities.

nice article...unless every damn person starts taking upon themselves to keep the city clean and green. no matter how much you make plans hold greenathons or whatever its called....its going to be ``the same``
my simple question is `` will any person spit or litter in his own house?`` everyperson should stop if they see others litter or spit. have guts and stop that person. people listen to you if you are polite.
if one depends on the govt or pvt companies to clean up the city. it`s of no use. sorry i am being pessimestic, i don`t see india becoming singapore or hong kong in infrastructure or cleanliness because people themselves would not let it happen !!!!

All rules and regulations against spitting are in place. There is no one to implement. Nobody including the Government Officials know who is responsible for fining people who spit on the road. Violators do not fear because those who are supposed to implement like the police. You can see police on duty at CST station spitting next to the metal detectors. I am sure police officers at higher ranks must be visiting that place often. It does not occur even to them. It is a big vicious circle. If you stop spitting the pan business will be wiped out etc. Level of education does not make any difference at all. Even in IIT Bombay, the cream of the country spit, spit and spit everywhere. My repeated request to various authorities to implement the Rs.500 rule has fallen on deaf ears.

This is a reason to be ashamed off for us indians,we talk of becoming a superpower,and one of the fastest growing economies of the world.We boast about our education system to be the topmost,but all in vain.We Indians just know how to wear tricolour outfits on independence day....but are we doing our bit?NO..nothing,why go far come to Amity University recently constructed mall...the campus is really clean...but students donot take the pains of using a dustbin in the mall area...thats really sad...and if india can have the trafficman who challans every third person for violating the rules then why cannot we do the same for the people who dont have the sense to to dispose off the garbage.???????

People of india too mad about movies, seems to have forgotten basic manners.When people visit india for first time, its total astonishment, dirtyness, polutions,people shitting anywhere, urinating in publicspitting for fun, horn everywhere, which is total nonsense.We cannot believe country which has Miss universe ,miss world , claiming to be silicon valley, can be so ill mannered and deplorable.everywhere we see beggers, looks like half the polulation begging. isn`t there any solution to these disease.

In short to end these unpathitic scenes of spiting and throwing of grabages in public places the only solutions will be educating the public and imposing on the spot fines with strictness will show effeceint results for motherland to be as bright as other countries. hamara desh mahan hai. A gud one.

Chalta Hai attitude is the problem most of us live with. The Indian society is a mix of classes, there is a huge mass who still does not get proper sanitation facilities. After the Sulabh Sauchalaya movement the change is visible, but it seems the authorities themselves are least bothered. Today if you visit any Govt. office or Govt. hospital the difference is visible. If a rule is made has to have a proper enforcement, otherwise it is of no use. In the country where we can`t keep our rivers clean, keeping the roads clean is a herculean task though not impossible.

I drive every day to work and at almost every traffic signal,I have seen a head comming out of the car or autorikshaw and spit.Mumbai is supposedly,a metropolis but how? Spitsville,Rikshawpolis, or any other name.

I would just like to share one small incident in this regard - One of my cousins who stays in US had come here for a visit and we had taken him for pani puri. Since the pani puri guy did not have a dust bin near his shop, my cousin carried his paper plate back home with him to drop it in the dust bin while all of us threw it there itself. That was the first time it struck me that when a guy who doesnt even live in this country can do this to keep it cclean why not us who live here day and night. We Indians have a very bad habit of putting the blame for everything on someone else. Be it the government, the politicians, the police, etc. I just want to ask if each one of us does not do these shameful acts and prevent those around us from doing it as well, will it not improve the situation. Lets not think about a dramatic change like one of Mani Ratnam`s movies but atleast we can make some change for the better.

I really doubt if any one can do anything about, because the police who naturally have some power & authority to catch hold of this charity painters are themselves found spitting on Roads, in government & private buildings & in private & public elevators too, I plead the law makers to introduce a fair & a very strict law that should make this painters think thrice before they open their mouth to spit. please please. I suggest let the government enpower some NGO , on an all india basis to take soome strict disciplinary action against this spitters who spoil the private & public property. to start with lets ban tobacco & gutka strictly & not for the name sake. thank you.

when i was undergoing my training in army, if my room is dirty my instructor used to tell me to lick and clean it. Same should be told to our esteemed citizens. I also saw sunny`s(qatar) comment-that the same way he felt.

The best part of the fact is that the good roads in Dubai are laid by Indian expatriate workers and engineers only. The same Indians who live abroad, live without spitting on roads. (The ban on tobacco sales and betels and nuts sales also is one reason..)

In order to improve our civic sense , primary education in these matter will help.Another important issue is that we donot provide pubic toilets .Neither in roads , malls , hotels etc.So where will the public go.Even those places where it is there it is not maintained at all. One may feel better to urinated at on road than those public toilets.So improvement has to be done in all spheres

The caretaker of the last apartmnt building i lived in was very particular about clean walls and corners. The poor guy used to sand-paper away the stains every morning. The practice did discourage the spitting-machines after a month or so, but it takes more than persistent cleanliness to keep our surroundings clean. Perhaps individual awareness and initiative...Hope the govt. comes up with some out-of-the-box solution..or maybe we can suggest some... :)

i have migrated from europe recently and i find this habit of spitting pan disgusting. i once heard my friend lecture some autorickshaw men, when they urinated in his compound wall around his house. he even asked them where they were living so that he can come and do the same to their house to give them a lesson. my suggestion to beat this menace is to create a squad of people willing to spit on on these guys who make a mess of already poorly maintained infrastructure of our country
