I was attending the Sunday morning worship service when the tragic news of the 19-year-old Naga girl Ramchanphy Hongray, who was murdered by a PhD scholar in Delhi came. As our pastor announced the miserable news in the Church asking the congregations to pray for the departed soul, it was a different story. We were told that the death was due to accidental fire, although doubts and fear loomed within my heart.

But who would have identified the real culprit had a post mortem been missed, even though it was delayed. After four hours of intense questioning by the police, the suspect, Pushpum Sinha, a PhD scholar student of IIT-Delhi confessed to his heinous crime.

The scene took a gruesome turn when the Delhi police appeared to be trying to divert the issue by claiming that the murderer is of a `pervert and maniacal` nature and suffers from obsessive compulsive disorder.

On that fateful Saturday evening, when this young girl Ramchanphy, who had just come to Delhi from Manipur a few weeks ago to visit her sister, was alone in her Munirka flat, Pushpum who was also her neighbour entered the kitchen where she was and made advances towards her. When she protested with anger and shock, he strangulated her and then torched her just for refusing to satisfy his gory wish.

Following his confession later, the cops said that Pushpum was mentally unwell, single and desperate to have a girlfriend, not even knowing his marital status. But within hours of the claims, the culprit’s father clarified that his son Pushpum is married and has a wife living in Patna.

In fact, the poor woman had not even coped up with the language or ways of living in a metropolitan city, when she was brutally killed by this so called intelligent guy, a PhD scholar student from one of India’s most prestigious institutes, the Indian Institute of Technology, Delhi. Still, the cops seem to be defending the culprit, branding him as a man who’s mentally unwell.

The Delhi police also tried to ‘justify’ Pushpum`s crime as they alleged that he might have got scared and strangled her to death after she angrily refuted his advances, fearing that the girl would file a complaint against him.

Rather than coming up with these possibilities, the cops should take a tough call in the case and ensure justice is done to the innocent soul instead of evaluating the character of the culprit.

Pushpum may be hailed from a well-heeled family, but money power shouldn’t allow one to escape punishment for a crime. I hope the Indian court will do justice and pronounce the sentence he deserves for his offence.

There are innumerable cases of eve-teasing, molestation, abduction and even rape where Northeastern youth are targeted, with most of the victims being women. But the cops often neglect these cases despite a number of complaints being filed against the accused. The reluctance to crack down on crime against people from the Northeast is a disturbing trend that needs to be set right.

The rapid rise of crime is a matter of grave concern for the migrant women living in the national capital. Chief Minister Sheila Dikshit, who is herself a woman, needs to initiate necessary steps to tackle notorious characters. Above all, security and trust need to be reinforced in the minds of the people making Delhi a safer place for each citizen.

well done ladies and gentle men. this article could have been written in a much better way... but it serves the purpose.. damn people like Vivek Zee... track his IP address and know his real identity... people like him, prejudiced, seed-less do not deserve any place in this contemporary world...

People like Vivek, must be casrtated in public,,, if I had come across with someone like him in my locality, I would have dragged him across the streets and delivering repeated blows to his private parts....

Its because of him our women in the society do not feel safe..

Vivek from Zee is one narrow minded fellow.. I do not have time to argue with this mean, narrow minded, shortsighted fellow... because of people like him Delhi`s name is always on the top of the list when it comes to crime, murder, road rage , rape and the like....

for his kind information, I am basically from Bangalore, like Delhi people from North East also come in huge huge numbers to my place in pursuit of livelihood, education and happiness.. there in Bangalore, even though North easterners do not mingle with the locals, Locals treat them with dignity and respect.... just because they just casually, that doesn`t mean that they are provoking people to molest, harass, cheat them...

IN BANGALORE IF ANY LADY (INCLUDING NORTH EASTERNERS) CRIES FOR HELP, INNOCENT BYSTANDERS WILL COME TO IMMEDIATE RESCUE AND TRASH THE PERSON CAUSING NUISANCE TO HER..

THAT SHOULD BE THE ATTITUDE.. PEOPLE IN DELHI DO NOT BOTHER TO HELP AND THEY WITH THEIR MEDIEVAL MENTALITY PREFER TO WATCH THE TAMASHA.... THEY ARE NO MORE THAN EUNUCHS....

SO PEOPLE LIKE VIVEK MUST CONCENTRATE THEIR ENERGY IN SENSITIZING THE PEOPLE ABOUT TOLERANCE AND BROADMINDEDNESS .. NOT BLAMING THE COMMUNITY WHICH HAS BEEN BATTERED IN THEIR HOME TOWN AND GET BATTERED OUTSIDE LIKE DELHI....

Thats true that the justice should be done to the victim. But one thing I would also like to tell you Salome is that why all this is happening to North-East Peoples.

The main reason behind this is that these people are actually not fitted in this capital environment or they don``t want to.I do agree that everybody is free to wear anything. But when you people know that capital is not safe so why do you don``t change yourself rather than blaming police or the authorities.Why only this case is highlighted ( Or you have written about it),there are so may rapes & other bad practices which are happenieng everyday.

Instead of writing a story on what has happened or what is to be done with the culprit you must teach your community people to mix up with peoples & culture so that in coming future this must not happen.When they will mix up with the localities they will also help them in awkward situations.When you people will only be in your groups how you expect that others will help you out.

Most of the naga students belongs to the tribal families where they are dont allowed to wear westrens. After coming to Delhi you people think that you are free to do or wear anything .When by wearing those skeveis or half shirts you are prvoking others then be ready to bear the consequences whether it is a Notheeast Girl or somebody else. It is totally up to you that how you carry yorself.

SO, instead of showing sympathy with the demised soul or balming the judiciary or the police you must do something which can help your community peoples.Change your thinking then see this only capital which is providing you Job, Education will seem like your own Hometown.

OK,I agree that Puspam intentions were bad but may be this can also be a case that he was unintentionaly provoked by the victim. Why do you always see one aspect of a situation.Try to change your atitiude.Judiciary will remain same for everyone I agree that it is influenced by rich one but we cannot change it.

No one should give space for such culprit, to the common environment, the police force in general and Delhi police in particular should give suitable punishment which is equal or greater then the offence.One should bring justice to the culprit (Pushpum Sinha) and one should know that PUNISHMENT is the only JUSTICE for the unjust.

The article ``Punish the culpable `` by Salome Phelamei is very well written and demand justice. It is for the Government to ensure safety of its citizens. People of Northern India in perticular Delhi have a perseption that North East girls have come out to work in Delhi as their necesity and whould go to any extent for their livelyhood. This wrong perseption about Norh Eastern region has been the reason for exploitation and wrong actions.

Such heinous crime must be resolved fast and guity must be punished severely as per low and punishment should deter such elements from further crime. This is crime against huminity and shamefull.

I completely agree with your point of view. The Insanity Plea for any defense has been misused time and again, and protected the oppressors.
I`m shocked that an educated individual could do something like this. I`m also sad that we Indians are the most racist country in the world, although we cry the loudest about Racial Discrimination elsewhere. Everywhere we go, it is like:
- North-East Girl: Should be easy
- Bengali: Saale maach-bhaat khaate hai, aur kamine hote hai!
- Punjabi: Saalaa show-off

and the list goes on....

This has got to stop. We must progress our individual mindsets along with our economic growth. We have got to understand that we are all human beings and that we need to respect other human beings irrespective of caste, colour, creed, religion, region etc.

I request the law to enforce the maximum punishment on this demon, and make an example out of him. A clear message needs to go out to people, especially in Delhi, that such acts are not going to be tolerated and that the punishment will be quick and severe.

I feel pity for the Girl. Yaa its true that now a days girls are molested. But in life sometimes we forget to see both side. I will not say that the boy is not guilty, but we need to see both sides.

Like in this story HOW MUCH CAN WE KNOW ABOUT THAT GIRL ?

In this story we can only understand about the boy and his life. We should see both sides and in all ways.

All what i have said doesnot negate the boy`s guilt and sorry if i have hurted anyone`s feelings.

It is true...I have been staying in Delhi since past 2 and half years.. I have seen anti social elements target North Eastern people with impunity...since they are considered as Soft targets...

Its high time that more police personnel from North Eastern states are recruited and also police should be sensitized about the issue...
