India`s open-toilet crisis

Every morning Mamata didi (I call her didi), who washes dishes at my place, picks up a canister of water and heads to a nearby meadow to attend nature’s call. No, no, I am not reciting any story but, this is a stark truth that she told me a few days back. Out of oddity, I further asked her as to why does she defecate in the open? To which she giggled and humbly replied that she does not have a toilet at her house. It was eccentric for me as she has been dwelling and working in India’s capital for over fifteen years now, but still does not have a toilet in her house. This is just one story of the Indian postcard as millions still defecate in the open everyday.

Today, as India is celebrating its 66th Independence Day, it is very unfortunate that the rapidly-modernising India still remains home to the world’s largest number of population where open defecation is practiced.

A report by the WHO and the UNICEF that showed India in a poor light says that India has
a shocking number of 58% of all people who defecate in the open. China and Indonesia share the second place with just 5% of their population not having toilets. Pakistan and Ethiopia are third with 4.5% such people.

Adding to the shame, in a stark statement, Rural Development Minister Jairam Ramesh recently described the Indian Railways as “the world’s biggest open toilet”.

“We are the world’s capital for open defecations. 60 percent of all open defecations in the world are in India. This is a matter of great shame,” he added.

A government panel report mentions that human waste from open-discharge toilets used by passengers is damaging railway tracks as the PH value found in human urine and excreta is leading to corrosion of tracks.

No matter whether you travel by roads or railways, it can be easily witnessed that India has indeed become an open defecating ground. Are we heading towards a future where we will sink under our own poop?

It makes me giggle and at the same time feel awful whenever I see a modest foreigner travelling either by road or railways and gazing at the scruffy roads or railway tracks which have become open defecating ground with human faeces all over and happily presuming it to be part of ‘Incredible India’.

But, the question arises as to why do people relieve their innards in the open in India? Is this practice of pooping in the open a fixed behaviour pattern of certain communities? Or do people in India in general lack sanitation awareness?

Many steps have been taken in this direction to keep a check on this practice; e.g. the Cabinet Committee on Economic Affairs has increased the amount of money to be spent for household toilets in rural areas, introduction of eco-friendly toilets developed by DRDO in most of the villages and launching of schemes like ‘Nirmal Bharat Abhiyan’ (NBA) or Total Sanitation Campaign. But, it is important to realise that this alone will in no way turn out to be a magic bullet in solving the problem. The problem is much graver.

It has been observed that people change their habits for some time of not defecating in the open, but then again return to the same old practice. But why?

A major reason could be that most of them don’t have access to a ‘Sulabh Shauchalaya’ (public convenience) close to their place and hence they have to walk everyday a few miles to attend to nature’s call. Yes, it happens only in India where you can easily find a shopping mall, but no place to pee. It’s not just the situation in rural India; don’t you and I encounter the same problem while travelling on highways as one can hardly find any public convenience and we usually end up looking out for a gas station to unburden ourselves.

Another important factor is that the practice of open defecation is a fixed behaviour pattern of certain communities as in many Indian villages people still outrightly reject the idea of using a toilet. Even talking about human excreta, faeces etc. is considered obnoxious and taboo. Mordant, isn’t it?

People in rural areas still prefer open fields to defecate as they think that it keeps the lands fertile. But, when this waste flows down to rivers and lakes during the time of rains, the urban India receives the same contaminated water. Now, this contaminated water spreads various water borne diseases such as diarrhoea and cholera. As per an estimate, the ‘evil’ diarrhoea is the cause of death of at least 800 children below the age of five in our country every year.

Further, defecating places serve as ‘breeding grounds’ for harmful insects raising concerns for rural children as these places are playgrounds for them and hence, increasing the chances of direct contact.

It has also been observed that for girls studying in rural areas, the crisis is all the more as many drop out of school midway once they reach the age of puberty because of inadequate lavatories.

It has to be understood that sanitation and the sense of cleanliness will improve only when rural and urban both India are provided proper education in this respect. For this, any government led programme should not just aim at providing more number of toilets, but at the same time try to educate, motivate and communicate to people to change their behaviour with regard to open defecation. Ultimately, it is mindset and the habits that need to be changed.

On a positive front, Sikkim has become the first ‘Nirmal Rajya’, i.e.100 percent open defecation-free state in the country with Kerala and Himachal Pradesh following the same footsteps.

So, this Independence Day, let us be free from the shackles of our ‘old and burdened’ habits and make India a heaven where every child and adult is ‘healthy’.

the writer is elitist herself, why is she not allowing her domestic maid to use her toilet. thats the first thing she should have done. as for the indian railways, believe me or nor the excruciatingly average slow pace of the trains are equally responsible for this. if only indian railways can increase theri average speed from 40-50 km per hour to 80-100 km per hour the problem of defecating in trains can be contained by almost 50% for sure.think of it.

the issue of open defecation is very crucial. the problem is both urban and rural areaswith little degree of difference.

many state govts claim success of panchyat. but these panchyats do nothing except ornamental. states and central govt spend lot of money through them, but constructing environment friendly toilets still a dream.
even money spent on mgnrega is going in wrong hands. why the labours are not asked to build them in every mohalla of 2500 people.

many of us will not live to see the end of such an evil practice.

well...another problem......i dnn know y peoples are wasting lots of money in juss listening the speech of our pm. rather that money is utilized for benifits of the same........see here peoples dnn wnn grow up they juss hold the hands of politicans or sadhu babas..............if you are depending on someone you have to face this issues and help in making oscar movies like slumdog millionarie.......at present our govrnment dnnt have any aim....juss copying the mars mission dnn make u great...first make our country great then later we go for mars.......seeing this codition its better if we are not independent and better british would rule us so that this problem never appaear here in india...major role are played by politicans..........do nothing juss read this comment this andd sleep.....our nation will will grow one day.............

great article! your point that, there should be govt initiative in not just providing more toilets but also in changing the mindset of the people, is spot on. the change needs to happen at grassroots level and the push should be bottom up(no pun intended).

there is no govt initiative in building community temples right? people get together and build and maintain them. why can`t people get together and build lavotories? they would do it only when they are convinced in their heada that it is a basic necessity.

it is really gr8 article highlighting one of the major social problems exists in india since independence.
but i am surprised why no one (be it so-called intellectuals, media, be it bollywood celebrities like amir khan or shabana azmi, be it so-called saviors of civil society like former team anna etc..) is talking about the main causes of these social problems…. which is p.c. (not “honorable” p. chidambaram but population and corruption together (since only hammering on corruption will not bring any major change). p.c. originates p.i.u. (i.e. poverty, illiteracy & un-employment). now until unless we don`t look in to these problems we can`t rooted out c.p. (i.e. corrupt politicians who are responsible for cwg, 2g, coal and many more) and which i believe is a core of all problems of young india today.
now the question comes, who can raise these issues effectively? in my opinion the ruling political parties or government but are they able to do this because of their political complusions??? .....or the main opposition party(ies)....i don`t think so because they are being tagged as communal then how can they initiate....then who else...celebrities like amir khan (through satyamev jaytey)or shabna azmi or any other celebrity converts into social worker or ngos... think>>>>>>
who can take all 1.2 billion indians together towards a path of development (not only industrial development but also social development)?? this is big question which we all need to answer in next general elections and choices are very limited.

the facts mentioned are true.the modern toilets need a lot of water,where as in the rural area the womenfolk has to fetch water from long distance just for drinking.the politicians can spend lakhs of rupees for toilets just for few people but never in mind the difficulties being faced by the rural folk.we may boast to reach mars but do not feel ashamed about the inadequate facilities in the rural area.

i have travelled from kerala to new delhi. in kerala i have never seen anybody defecating openly near the railway tracks or by the road. the moment you cross kerala you can see people doing the same. it is all about the mindset of the people that should be changed.

good article .. which explain the reality of modern india... we are boasting to be developed nation by 2020. but the reality is still, in 2012, we still lacks in lot of basic front.... we can not depend upon government for each and everything. there is something called self -governance by individual and local responsible bodies. we ourselves have to take initiative. we always look at government to start something for us..we need to change our mindset. education is key ..

outdoor defecation cannot be addressed without first changing the mindset. i`ve noticed that a hotel room generally under rs.4000 a night will have suspect bathrooms. restaurants are the worst offenders. how about the toilets in india`s airports? dismal. so i can imagine why people defecate in the open even if public toilets are close by. it is not enough to have crores allocated for toilets if they are not regularly sanitised. let`s keep hoping.

well it is pity to see and know that more than 50% of indian population defecate in open area (even in big cities like delhi / mumbai/kolkata. well we can get rid of this malicious act if govt /ngo and media cooperate each other. people should be taught of this unhygienic act through media/tv and ngos.
we cannot expect from politicians to cooperate and they are after their own interests in looting the country

saying ``people in rural india prefer open field to defect to keep the land fertile`` does not seems a true story.major problem for these people are lack of awareness and poverty both these cause led to ignorance towards proper sanitation practice. all the govt. intervention inappropriate as it lack integrated approach to tackle the issue, apart from this corruption is also major issue.

what you take from nature you give it back.. that is the life cycle of whole creating.. what is bad in doing it out in nature? we are getting soo modernized and ignoring mother nature.. every animal does in nature.. so the soil is fed with nutrients which are recycled back to mother earth... so modernizing is the bane of all humanity.. just look back and see where we came from.. and where we have to go.. health of the mind is more important.. which we donot see these days.. all animals have healthy mind.. not we.. we talk about physical health.. who said if we shit outside.. it would bring us diseases? that was taught to us by westerners hence they sold their products..and medicines by destroying ancient culture and and we still want more.. so wake up people.. whatever is natural is good.. unnatural is bad.. one day or the other mother will get rid of us all..

the problem what i learn in rural india is...scarcity of water in the village. the houses are close to each other & water supply is erratic & scanty. the toilets in the house demand lots & lots of water...instead if they go out ..a small cannister or a 500 ml bottle serves the purpose. so in order the project to get success..a technology which uses minimal water & still maintains proper sanitation would be needed. no other mode demanding 8-10 ltrs of water would be effective.

this is an endemic problem is many developing nations. india is a particularly bad case. every time one is on a train passing railway stations in bihar in the morning, you see huge behinds openly defecating right in front of your face. many are not shocked. the bill gates foundation has a majot initiative on trying to eradicate this through properly designed toilets. there are participants worldwide. a bengal private initiative is commendable. but, the problem is huge. but, basically, we indians have an unheigenic lifestyle. just visit the jantar mantar toilet or those of a railway station or an educational institution and one will realize why.

though there are various schemes from government , none seems to be effective enough. i recall an interaction with a rural people 4 years back in madhyapradesh ,where ngo/independent agencies/private contractors are cheating these guys by building a pit with 2-3 feet wall around it in the name of toilet for bpl people. govt paid contractors money but what they built was a useful piece of crap people complaint.
