Should India declare Pakistan an enemy state?

Leader of Opposition in the Rajya Sabha Arun Jaitley in a recent debate in Parliament on the Italian marines case quoted a line from an Ian Fleming book which was later adapted into a movie called ‘Goldfinger’ – ‘Once is happenstance. Twice is coincidence. The third time it is enemy action’. Though he was referring to Bofors and chopper deal scam and the latest standoff between New Delhi and Rome, the quote from the famous James Bond movie fits the bill as far as our neighbour Pakistan is concerned. And forget the third time. Pakistan has rubbed us the wrong way umpteenth time and if all of this is not enemy action then what is.

March 12, 1993 - Mumbai serial bomb blasts, also known as Black Friday in which more than 250 people were killed when 12 blasts rocked the financial capital of India. Dawood Ibrahim, said to be the key conspirator of the dastardly act, is living the life of a king in Karachi.

December 13, 2001 – The attack on the Indian Parliament carried out by Lashkar-e-Toiba and Jaish-e-Mohammed escalated tension between the two nuclear-powered nations which saw India mobilising its armed forces along the border in `Operation Parakram`.

November 26, 2008 - Attacks on Taj and others strategic locations in Mumbai were carried out allegedly by members of Lashkar-e-Toiba, the Pakistan-based militant organisation. Ajmal Kasab, the lone attacker who was captured alive, did confess later that the attacks were conducted with the tactical support of Pakistan`s ISI. The mastermind of the mindless bloodbath Hafeez Saeed continues to spew venom on India while the authorities the
re continue to look the other way.

February 21, 2013 – Twin bomb blasts rocked Dilsukhnagar area in Hyderabad, leaving 17 people dead. The modus operandi of the blasts pointed towards the involvement of Indian Mujahideen and its operating commander, Yasin Bhatkal. It is an open secret that the IM has full support of Pakistan and the terror organisation dances to the tunes of its Pakistani masters.

And which Indian can forget the Kargil war of 1999? The list goes on and there seems to be no end in sight. The latest provocation by the Pakistani National Assembly which passed a resolution on the execution of Afzal Guru is another case in point. Though nothing is shocking any more as far as Pakistan is concerned but it does get a little difficult to digest when our neighbour condemns the hanging of the Parliament attack convict and demands that his body be returned to his family. For a nation which has always been in a state of denial, this is like finally accepting the truth that Afzal was its man and it is the perpetrator of terror in India. Wonder what happened to the bizarre term that they had coined – ‘non-state actors’.

The Indian Parliament did the right thing by terming the Afzal Guru incident as interference in India`s internal affairs, asking Pakistan to refrain from supporting extremist and terrorist elements. The Lok Sabha and Rajya Sabha also passed a resolution to declare that the entire state of Jammu and Kashmir, including PoK, was an integral part of India. However, the question to be asked is whether it is high time that we declare Pakistan as an enemy state and build consensus at the international level to declare Pakistan as a terrorist nation.

The Afzal Guru incident or the recent attack on a CRPF camp in Srinagar on March 13 in which five jawans were killed and in which all the fingers point towards our neighbour, as reiterated by our Union Home Minister Sushilkumar Shinde, is also in violation of the Simla (now Shimla) Agreement signed between India and Pakistan on July 02, 1972 after the 1971 war broke up Pakistan. It bound the two nations “to settle their differences by peaceful means through bilateral negotiations” and though there was no open mention of the Kashmir issue, there was an implicit understanding between the two that LoC should be converted into the international border. However, Pakistan continues to violate the LoC and seems to be in no mood for peace talks.

In a situation like this Simla Agreement too needs to be revisited by India as it has not led to strengthening of relations between the two but has only deteriorated over the years.

Yes, a friendly neighbour is in the interest of peace and trade in the subcontinent. But when Pakistan is not interested in holding our hands, then how prudent is it on our part to walk along the path of confidence building and dialogue with our neighbour? Pakistan will continue to consider J&K as a disputed territory, it will continue to send militants in the Kashmir Valley (supposedly more than 3000 militants are waiting across the border to cross the LoC, as per intelligence reports), it will continue to indulge in cross-border terrorism, and to give financial and moral support to groups like IM.

Given the above scenario, what is the point of hosting Pakistan’s Interior Minister Rehman Malik on our soil who only came here to make a peculiar statement about Indian Army`s Captain Saurabh Kalia dying due to weather. Or, for that matter, letting Pakistani Prime Minister Raja Pervez Ashraf come to India even if he was on a personal visit. How can we forget the brutal mutilation and decapitation of two of our soldiers on the Line of Control by Pakistan as was proven by the intelligence agencies and the photos that our Army has.

Post Script: Prime Minister Manmohan Singh has been the frontrunner as far as carrying out the dialogue process with Pakistan is concerned. He even put his reputation on the firing line when he signed the Sharm-el-Sheikh joint statement with Pakistan in 2009 which had delinked the composite dialogue process from terrorism and the mention of Baluchistan in the joint statement. But it is time now for the Congress-led UPA government and the subsequent government which follows after the 2014 General Elections to do a rethink as far as its foreign policy with respect our neighbour is concerned.

bloody indians .always watching cricket.they only in our world getting entertain about fellow indian misery.you see israel if any attack occured in their territory immediately retaliate.they are cult people.indians are slowly losing war against islamic militants.they only bow to pakistan.it seems all indian politicians are ready to sacrifice their own citizens to terrorists for their safety and luxurious life.no self respect.what the good indians they are aren`t they?

no one is enemy so i would not like to use that word. pakistan and india are framed as enemies because of partition and subsequent wars. let there be will of people and people movement to bridge the gap. politicians will not chnage this since they get a comfort level and a tool to miguide people and keep going. this is in all fronts whether it is pakistan , bangladesh , sri lanka , italy or anything.

if anyone can digest than we should listen our inner voice. we were ruled by british and we occassionally discuss , at times. same is tha case , whomis ruling indians , the non indians . today they say they are indians but after patisan the advani or manmohan , born and brought up in pakistan , changes the tone whenever they visit or talk of pakistan. i salute , so called muslims , they are also human beings, to have a strong unity. few makes mistakes which comes to surface and we feel all muslims are wrong. te same case is with italy. all wrong doings were covered up by politicians and italian by birth says do not take inida lightly. this drama will continue for ages since by nature congress peopel from india are very happy to be number two since they know at times , number one has to fail or succedd , under te shadow they continue to build themselves and arrange to neglect the poor. why india has taken 66 years plus where bvillages are not progressive , woman are not safe.

if a law is there to catch the culprit , fix maximum one month time to invetisgate and shoot the person in public, i can assure you in one month all crime against woman will vanish as inarab world , i was in indonesia , woman are absolutely safe. why it cannot happen in india since we go thru the long rope of law and money. police is most corrupt and even law cannot do anything since first report and first record has to be thru police.
reform passionately and develop the will to help as well as punish the guilty. otherwise we will be only wasting our time in articles etc which has no meaning tovillage or downtroden , we will keep them increasing only and few more wealthy people will be on world radar

abuzar my dear you are a very small country with no much source. you have only china made bombs which gives no guranty that you can fight and about your army my goodness they are not able to fight the terrorist. you have no freedom in your own country let alone finish from earth. where is the power of your pak army they are hiding from taliban. they are stronger than ur bla bla. why is musharaf hiding in usa. ask question to yourself. pak is not a worry to india but china is and we have power to fight them. anyway relax dont tempt anybody asyou called your self crazy country.

not only enemy ,terrorist state emerging taliban once again.better india should cut off all relation with pakishtan and be peaceful.better to have good relation with afganishtan and iran instead....we dont want any relationship with terrorists....

why are we fooling ourselves. we all know when there has been no solution for more than 60 yrs.its hightime we end all ties with the neighbouring country. they dont even deserve to be enemy.

pakistan himself treats india has its enemy because of indias secularitic nature and strong economic growth is always a dream for pakistan.here india has to declare pakistan has terrorist state and has to pass a resolution against pakistan.personally pakistan is no match to india in anyway but it is a failed state thats all.major enemy for india is china.

india declaring pak an enemy will not solve the infiltration of militants into kashmir,the violation of loc etc, which strong action of military alone can teach appropriate lesson pakistan can learn at least now.
the security and integrity of boundary is a paramount duty cant be compromised to establish friendly ties with any neighboring state,that too the betraying pak,the soft nature of treating misadventures in the past made us to keep status has to be revised now by the government of upa2.

first of all, thank you so much for this eye opening article which actually hits hard at the ground realities of so called india-pakistan’s bilateral relationship. being ever unfaithful neighbor like pakistan is a hardcore course for all of us.
the relationship between india and pakistan over the kashmir border dispute remains tense and could suddenly flare up into a conflagration, despite claims by both sides about easing the tensions.
given the explosive nature of the relationship between the two south asian neighbors under mutual rivalry since creation of two states in 1947, due to conflicting geo-political interests and the currently destabilizing effect of the aggressive us intervention into the region, the situation could escalate into bloody clashes at any given moment.
now, the million dollar question is not “should india declare pakistan an enemy state? it should be “why shouldn’t india declare pakistan an enemy state? what say you manisha jee?

why not, at least hyprocracy of both would come to an end n maybe than both would sit across the table n start talking sense based upon ground realities. indiain (like it or not) politician knows too well, war means both would suffer an unpresedent distruction n no one would be the winner. kashmir issue the main triggering matter, sit n find win-win solution n stop blackmailing both side of the population.

we are already late in declaring pak an enemy state. now, time to win over pak by attacking immediately. the land prices in punjab has risen too much. we need more cheap land for farming which is available in pak only. common act fast and finish pak. our leaders are already be fooling indian people for the long time.
