New Delhi: Giving priority to the health services sector, the government increased the plan outlay by 13.9 percent to Rs 30,477 crore in financial year 2012-13, Economic Survey on Wednesday said.

Moving towards its long-term objective of establishing a system of universal health coverage, the government also increased the outlay of health in 12th Five Year Plan.

Under its National Rural Health Mission (NHRM), there was construction of 245 community Health centres, 714 primary Health Centres and 10,473 sub centres to augment the scheme.

"Despite the efforts by the government to provide affordable access to the decentralised public health system, its expenditure on public health as a percentage of GDP is low," the survey said.

Survey said Rs 520 crore have been also provided to open 132 Auxiliary Nurse Midwife (ANM) schools and 137 general nursing and mid wifery schools in districts where there are no such schools.

According to survey, six nursing colleges would also come at the sites where the government is setting new 'AIIMS-type' super speciality institutes at a total cost of Rs 120 crore.

Under its Janini Suraksha Yojana, the number of institutional delivery have increased from 1.08 crore in 2005-06 to 1.75 crore during 2011-12.

The Survey said allocation of gender budgeting as a percentage of total budget have gone up from 2.8 percent in 2005-06 to 5.96 percent in 2012-13.

Moreover, a proposal for strengthening and restructuring of the Integrated Child Development Services (ICDS) scheme within an overall budget allocation of Rs 1.23 lakh crore during the 12th Plan has been approved.

For fiscal 2012-13, Rs 520 crore is the outlay to cover 12.5 lakh pregnant and lactating women under the Indira Gandhi Matritva Sahyog Yogna, the Survey said.
