New Delhi: Strengthening women's security and unveiling of health and education schemes dominated the first budget of East Delhi Municipal Corporation on Tuesday, even as the Leader of the House warned government bodies that their bank accounts would be sealed if they fail to pay their dues.

"Several government and semi-government bodies like Delhi Jal Board, DDA, Delhi Metro Rail Corporation, Yamuna Power among others are yet to pay up crores of rupees. We have decided to take strict action against them in the future by sealing their bank accounts," Leader of the House B B Tyagi declared while presenting the Budget.

Hoping that this measure would increase the corporation's revenue, he admitted that the civic body had succeeded in collecting tax from just one-third of the properties under its ambit. "We will collect tax from all properties to increase our income," he added.

The East Corporation, which ws formed last year following trifurcation of MCD, has set aside a sum of Rs 1.22 crore for providing Akaash tablets to students of class 4 and 5 in the schools run by it. Besides, Rs one crore will be spent on installation of CCTV cameras in these schools.

"CCTVs are very important when it comes to ensuring security in schools," Tyagi said and added that Rs 10 crore has been earmarked for providing modern furniture in the schools.

"In order to make girl students feel secure, we have decided to hire former women officers from paramilitary forces to train them in self defence. Rs 1 crore has been set aside for this task in the current financial year," he said.

"Under the smart kids project, one computer lab is being established in every school. We will also invite private players to adopt certain schools and improve their infrastructure," he added.

Tyagi also outlined plans in the health sector to bring about a public-private partnership to improve health services in the area. "We will engage in PPP with prominent hospitals like Max, Fortis among others so that residents of the area can benefit from these," he said.

While talking about working women, Tyagi told the House that two working women's hostels will be constructed in east Delhi for which Rs 10 crore each had been provided.

"It is very difficult to find a convenient and safe place to stay for women coming from outside Delhi. This makes the need for such hostels acute," he said.
