Delhi 895 colonies finally get notified for regularisation
New Delhi: Lt Governor Tejendra Khanna on Wednesday approved regularisation of 895 unauthorised colonies with certain riders, paving the way for their development on par with other areas in the city and raising the prospect of sale and purchase of properties in the settlements.

Following the clearence by Khanna, Delhi government issued a notification regularising the colonies but it may take some time for the residents to get actual benefits of regularisation as certain procedural requirements are yet to be made.

"The government issued a notification today following approval by the Lt Governor," a senior official said.

Though Chief Minister Sheila Dikshit had last week announced that Union Urban Development Ministry had given approval for regularising 917 colonies, the Lt Governor in the order cleared regularisation of only 895 such settlements, which are home to around 35 lakh people.

While approving regularisation of the colonies, Khanna asked Delhi government to strictly adhere to all laid-down eligibility criteria including ensuring 50 per cent built-up area in each of the colonies.

The LG also asked the government to ensure that the colony on forest land or near protected monuments should not be regularised.

The official said government has asked all the three municipal corporations to take the help of professional architects in making the layout plans for the colonies.

"The Lt Governor has specifically asked us to ensure that the layout plans are made with the help of professional architects so that there is no delay and they reflect today's urban reality," said a senior Delhi government official.

Officials said the civic agencies will start the process of making the layout plans and all those colonies that are on private land will now be able to get their properties regularised by submitting an application to the municipal corporations.

The residents who want to carry out fresh construction can get their building plans sanctioned once the layout plans are made.

The officials said sale and purchase of properties and getting ownership rights may take some months as DDA will have to make changes in land use norms for colonies which came up on government land.

They said with most of the buildings in these colonies have multiple-ownership, they cannot individually apply for regularisation.

Dikshit, who had pushed hard to regularise the colonies after the electoral debacle of the Congress in municipal polls held in April, said her government made a "historical decision" to give relief to lakhs of residents of the unauthorised colonies.

Union Urban Development Minister Kamal Nath last week had given a green signal to regularise unauthorised colonies when Dikshit met him to press for early approval for their regularisation of the settlements, considered traditional votebank of the Congress in the city of 1.67 crore.

The Delhi government had last month completed all the ground work for regularisation of the colonies.

It had issued provisional regularisation certificates to over 1,639 unauthorised colonies ahead of assembly polls in 2008. The then Dikshit government, while distributing the certificates, had promised to regularise the colonies if Congress came to power for the third term. However, not a single colony was regularised till now.

After the Congress' defeat in municipal polls in April, Dikshit had asked all concerned departments to expedite the regularisation process.

Dikshit had said ways will be found out to regularise colonies which were developed on ASI and Forest land.

Meanwhile, BJP leader V K Malhotra slammed the government for failing to regularise all the 1,639 colonies which were given provisional regularisation certificates.
