The Goa Football Association (GFA) became the first state association of the All India Football Federation (AIFF) to adopt its statutes on the principles of FIFA Standard Statutes.

Panaji: The Goa Football Association (GFA)
became the first state association of the All India Football
Federation (AIFF) to adopt its statutes on the principles of
FIFA Standard Statutes.

The changes to the existing constitution were approved at
an Extraordinary General Meeting held yesterday.

Under the new constitution, the executive committee will
consist of an elected president, two elected vice-presidents,
one from north and from south district each.

There will be seven executive members in the North
consisting of four from Bardez and three from Ilhas.

In the South, four will come from Salcete and the
remaining three from Marmugao Voting will be on zonal basis.

While club representatives from the north will vote for
Bardez and Ilhas zone members, Salcete and Marmugao will have
to count on votes from the south zone.

The amended constitution comes into `immediate effect`.
There will also be two nominated members, one an inactive
referee who had attained at least class one and one women
member representing women`s football.

The term of the executive committee will be for four
years.

The existing executive committee will continue to
function till fresh elections are held. According to the
general body, it must be held on or before October 31.

"The existing committee`s term ends only next July but we
have advanced the elections by eight months so that we can
adopt the constitution in letter and spirit before December
31, the deadline fixed by the AFC for its implementation,"
said Savio Messias, GFA secretary.

The adoption of new constitution is the first step
towards implementation of the Vision India-Project Goa.

"Starting this year, there will be no transfer of
players. There is no way a player from one village will be
allowed to represent another village club even if he can get
his name transferred on the ration card," said Messias.

According to the new guidelines for registration of
players for intervillage clubs, three years of residence
proof, ration card and election card is a must.

For minors, parents` proof of residence will have to be
provided.
