Srinagar: In a major administrative
reshuffle, Jammu and Kashmir government has transferred 26
senior officers, including 12 IAS, and appointed a woman,
Naseema Lankar, as first Divisional Commissioner of Kashmir.
Lankar will replace Masood Samoon, who is retiring as the
Divisional Commissioner of Kashmir on Monday, an official
spokesman said here today.
The decision to transfer the 12 IAS and 14 KAS (Kashmir
Administrative Service) was taken yesterday at a meeting of
the state Cabinet chaired by Chief Minister Omar Abdullah.
BB Vyas, who was Principal Secretary to the Governor, has
been made Commissioner Secretary of Planning and Development.
He will also hold the office of Chief Executive Officer of
Economic Reconstruction Agency, the spokesperson said.
Pramodh Jain, Commissioner Secretary of Social Welfare
has been transferred to Higher Education department in the
Tashi Dorjee, Joint Financial Commissioner (Agrarian
Reforms) has been transferred as Secretary, Home Department.
He will retain the present post till further orders.
Deputy Commissioner of Poonch, Mohammad Afzal Bhat, has
been moved to Pulwama in same capacity. He will replace
Ishtiyaq Ahmad Ashai, who has been made additional
Commissioner of Kashmir.

Commissioner, Samba has been posted as Deputy Commissioner,
Satish Nehru, Deputy Commissioner of Kargil has been
given the charge of Managing Director, J&K Tourism Development
Corporation. Nehru will be replaced by Riyaz Ahmad Sheikh, who
was Additional Commissioner, Commercial Taxes
KB Jandial, Secretary, Consumer Affairs and Public
Distribution (CAPD) has been given an additional charge of
Administrative Secretary, Transport department. Farooq Ahmad
Renzu has been relieved as Commissioner of Municipal
Corporation and made Director Information.
The government also approved appointment of senior IAS
officer SL Bhat as Chairman of JK Public Service Commission.
The outgoing Divisional Commissioner Samoon and secretary CAPD
Jandial have been made the new members of the Commission.
Besides, the government has approved regularisation of
adhoc, contractual appointees, enhancement of DA in favour of
the government employees from January this year and
enhancement of temporary move allowance.
The Cabinet also approved implementation of new pension
scheme (NPS) for government employees and revision of wages in
favour of daily wage employees from Rs 70 to Rs 110 per day.
The revision of pay scales of faculty members of
Sher-e-Kashmir Institute of Medical Sciences (SKIMS) and
formulation of pay rules was also approved by the Cabinet
besides approving revision of pay scales of teaching faculty
of government degree colleges.
In addition, creation of posts in different departments
in the newly created districts was also approved.
