Singh, winner in 1998 and 2004, birdied the 10th to improve to four under par, one off the pace established by overnight leader Woods. Woods, who fired a bogey-free, five-under-par 67 in the opening round, tees off in the afternoon wave (1845 GMT) in a grouping with defending champion Padraig Harrington and 2002 winner Rich Beem. Singh`s birdie on a warm, sunny morning moved him into a tie for second with Harrington, who posted 68 on Thursday. Later starters on Friday might encounter more testing conditions. Winds of up to 25 miles per hour (40 kph) are forecast to blow across the 7,674-yard layout that is the longest to host a major championship. Five players were tied for fourth place at three under par -- 2001 champion David Toms and his fellow-American Hunter Mahan, Australians Robert Allenby and Mathew Goggin and big-hitting Spaniard Alvaro Quiros.
