The second part of Parliament's Budget Session, which began on Monday, witnessed unruly scenes as the Congress demanded a discussion on the imposition of President's Rule in Uttarakhand while the government continued to press Opposition over changing the Ishrat Jahan encounter file case.

At an all-party meeting on Sunday, Lok Sabha Speaker Sumitra Mahajan sought the cooperation of all parties for the smooth functioning of Parliament. However, it seems her efforts would go in vain as Congress' leader in the Lok Sabha Mallikarjun Kharge told reporters after the meeting that the party MPs would move an adjournment motion seeking a discussion on it under Rule 56.

The new session of Parliament begins on April 25 since the budget session was prorogued last month to facilitate the promulgation of an ordinance to meet the financial requirements of Uttarakhand, where central rule was imposed on March 27.
