No plan to impose Prez rule in Andhra; cabinet note soon: Shinde

Government ruled out imposition of President`s rule in Andhra Pradesh in the wake of continuing street protests against Telangana and said a note for the creation of the separate state would be presented before the Union Cabinet.

New Delhi: Government today ruled out imposition of President`s rule in Andhra Pradesh in the wake of continuing street protests against Telangana and said a note for the creation of the separate state would be presented before the Union Cabinet soon.

"There is no question of President`s rule in Andhra Pradesh," Home Minister Sushilkumar Shinde told reporters here when asked whether there is any move to impose central rule in the state as protests against the decision to create Telangana continued.

Shinde said the Home Ministry was preparing a note to be presented before the Union Cabinet for the creation of separate Telangana and it will be brought soon.

"The Congress Working Committee had taken a decision on Telangana and asked the government to prepare a resolution. One process has been completed. Now, it has come to the government and the second stage has started. It will come soon," he said.

On Tuesday too, Home Minister Sushilkumar Shinde had said that a note for initiating the process of carving out Telangana would be presented before the Union Cabinet in the next 20 days.

Asked whether there is any plan to turn Hyderabad into a Union Territory, Shinde said there were two-three options before the government but no decision has been taken on it.

He, however, refused to specify whether making Hyderabad a Union Territory is one of the options. "We cannot say at this stage. All issues have to be taken care of," he said.

The Home Minister replied in the negative when asked whether Andhra Pradesh Chief Minister N Kiran Kumar Reddy had offered to resign from his post.

Shinde said the government has taken note of the ongoing protests in Seemandhra regions against the decision to create Telangana.

The Home Minister also said an AICC committee, headed by Defence Minister A K Antony, was holding consultations with various stake-holders on Telnagnana and when the recommendations of the panel come, the government would consider them accordingly.

The Cabinet, after giving its approval for the creation of Telangana, is expected to set up a Group of Ministers (GoM) to go threadbare into issues arising out of the bifurcation of Andhra Pradesh.

This is likely to be followed by a resolution being sent to Andhra Pradesh assembly over the formation of the new state. After formation, Telangana will be the 29th state of India.
The CWC had on July 30 passed a resolution requesting the Centre "to take steps in accordance with the Constitution to form a separate state of Telangana ... Within a definite timeframe".
The CWC had also recommended to the government that Hyderabad should be made the joint capital for a period of 10 years.
