Telangana: AP HC`s conditional nod for students` rally

The Andhra Pradesh HC on Saturday allowed Osmania University Students Joint Action Committee (JAC) to hold a meeting here tomorrow to press for a separate Telangana state on condition that no political leader would attend it.

Committee (JAC) to hold a meeting here tomorrow to press for a
separate Telangana state on condition that no political leader
would attend it.

Earlier, the city police commissioner had denied
permission to the JAC to hold `Telangana Vidhyarthi Garjana`
(meeting of Telangana students) fearing law and order problem.
Justice Nagarjuna Reddy`s order would prevent leaders of
Telangana political parties? JAC from attending the meeting.

The students? leaders had announced that some of the
political leaders would be attending the meeting.

The court also said there should not be any provocative
speeches and the students should cooperate with the police.

It said the meeting should be held from 4 pm to 6.30 pm
and should not be extended beyond.

The students were asked to execute personal bonds that
there would not be any law and order problem. However, the
court said the police would act if there is law and order
problem.

The JAC leaders approached the High Court, requesting
it to order the police to give permission. Justice Reddy, who
heard the case after the leaders moved a house motion, granted
permission with the conditions.

The Osmania University students are happy after the
court`s decision. However, it was not clear whether the
government would file a counter against the court order.

TRS leader K Chandrasekhar Rao said the police should
respect the court order.
Passing orders on a House Motion moved by the member of
the Joint Action Committee of the Osmania University Students
Association Srikanth Rao, Justice C V Nagarjuna Reddy directed
that the petitioner shall execute a personal bond with the
Commissioner of Police, specifically stating that they will
not permit participation of any politicians or any other
person other than the students in the rally.

The rally would be absolutely peaceful and the organisers
would fully co-operate with the Commissioner of Police in the
maintenance of law and order, Justice Reddy stated.

The Judge directed that it would be the responsibility of
the JAC to see that they express their views in the meeting
peacefully and will not deliver provocative speeches.

The order was passed while dealing with a House Motion
moved by Srikanth Rao challenging the refusal to grant
permission for the conduct of students rally. The Commissioner
did not specify any reasons, except saying that it is not
conducive for maintenance of law and order.

The Commissioner also cited the incident of a Telugu
Desam Party leader, Nagam Janardhan Reddy being attacked by
the students in the Osmania University Campus for refusing to
grant permission.
The petitioner contended that the Commissioner of Police
was under political pressure to deny permission to the
students and the incident referred to by the Commissioner
about attack on Nagam Janardhan Reddy was unexpected and on
account of provocative speeches given by certain other
persons. The students were not involved in the attack on
Janardhan Reddy.

In fact, the police have identified the assailants and
they were not found to be students, the petitioner said.

The meeting is scheduled to take place tomorrow between 3
pm and 6.30 pm. As a result of the High Court order,
politicians may not be in a position to attend the students
rally.
