There is a need to create an inter-state anti-terrorism intelligence system to effectively deal with insurgency problem in North East, Assam Chief Minister Tarun Gogoi said on Saturday.

"There is a need to have an inter-state structure for counter-terrorism to improve coordination in intelligence sharing, joint operations and monitoring of development in the neighbouring states or countries," Gogoi said in his address during a security meeting of all North-Eastern Chief Ministers with Union Home Minister Rajnath Singh here.

The concept of peace should be reinforced in action against the militants and the government should plan for peace missions, he added.

Talking about the development of the region, Gogoi said that the growth of the region will be expedited if the Centre restores Special Category Status for the North Eastern states.

"Peace of the region is intrinsically associated with the development and without the Special Category Status and restoration of 90:10 fund pattern for the centrally sponsored schemes, development of the region is not possible," he added.

Claiming that terrorism in Assam is at the lowest ebb, Gogoi also urged upon Union Home Minister Rajnath Singh to take necessary steps to act against the insurgent groups taking refuge on foreign soils of Myanmar, Bhutan and Bangladesh.

The Chief Minister also spoke on the rise of communal forces in Assam and the state government's conviction to tackle such problem.

Gogoi further said considering the fact that Assam is located at the seismic zone and flood and erosion create havoc in the state, the Centre should allot adequate funds for disaster management and border affairs management.
