Bihar Dy CM questions Governor's role as Chancellor

Patna: Questioning Governor's role as a chancellor, Bihar Deputy Chief Minister Shusil Kumar Modi has said it is high time the Centre take into consideration Justice Madan Mohan Punchhi commission report on the role of governor and Centre-state relations.

The Centre must look into the Justice Madan Mohan Punchhi Commission report on the role of governor and centre-state relations, submitted in March 2010, Modi said at a seminar on challenges of higher education - erosion of university autonomy and entrance of foreign institutions here yesterday.

Apparently referring to Governor Devanand Konwar withholding several vital bills relating to higher education, Modi said the state government had not been able to make the improvement, as desired in higher education, as its hands were tied.

Modi said the council of ministers would naturally be interested in regulating university education and there is no need to perpetuate a situation were there would be a clash of functions and powers.

"The role of Governor (should) be confined to the constitutional provisions only," Modi said.
