The CAG report on the state`s General, Social and Economic (Non-PSUs) sectors for the year-ended March 2013 was presented on today in the House.

There are 1,254 pre-matric tribal hostels and 1,153 tribal residential schools for scheduled tribes and scheduled caste students in the state, of which 371 hostels and 254 residential schools covering eight districts were audited, Accountant General (Audit) Chhattisgarh B K Mohanty told reporters at a press conference.

"Hostels and residential schools were running in private and rented buildings without basic facilities like bathrooms, toilets, over head tanks, boundary walls, electricity and alternative power supply," he said.

"Security arrangement for hostel inmates was not made and women police guards for girls` hostels were not deployed. Maintenance of records like visitors` registers and complaints register was very poor," he said.

Besides, in the test-checked districts, fortnightly health check-ups could not be provided to 39 per cent students, computer training was not imparted to any of the students during last two years and special coaching on difficult subjects was not imparted to all hostel inmates, except students of class eight and class ten, he said.

The CAG report also highlighted inadequate planning in development of roads under Central Road Fund (CRF) and Minimum Needs Programme (MNP) in the state.

The Public Works Department (PWD) failed to make a detailed survey and investigation before execution of road works, which led to delay in completion of works, it said.

land and forest clearance delayed works and increased the cost of works, the report said.

Failure of the PWD to adhere to the government`s instructions and contractual conditions led to unauthorised diversion of MNP funds, non-recovery of penalty, payment of inadmissible price escalation, irregular execution of works, superfluous expenditure as well as excess payment, it said.

No concrete steps has been initiated?by the state government to create infrastructure during the last three- and-half years, to host the 37th National Games in the state in 2017, the CAG report said.
