HC issues contempt notice to top health officials
Chhattisgarh High Court has issued contempt-of-court notice to state Health Secretary and Director, Health Services, for not complying with an order in a case related to non-payment of a person`s retirement dues.

The notices were issued to Health Secretary Vikas Sheel and Director Kamalpreet as they ignored Court`s orders twice.
Petitioner IP Gupta, an employee of the state Health Department, was transferred to Kota from Masturi in 1995.
Opposing the transfer, Gupta wrote a letter to the Health Director airing his grievance, but for some reason, it was treated as a resignation letter.
Following this, Gupta moved the State Tribunal, which rejected his petition. In 1999, he approached the High Court and in April 2004, the Court accepted his plea and ordered that he be taken back into service.
Following this Gupta rejoined, at Masturi, and retired in May that year. But he was refused his retirement dues, so he approached the Court and on November 16, 2005, the court passed an interim order, directing that he be paid his dues
within four weeks.
He did not get the amount, so he filed a contempt of
court petition against the Health Secretary and Director. The
two officials appeared in the Court and apologised.
But later, the Department maintained that he was not
entitled to arrears for the period between 1995 to 2004,
because he had not been working in this period.
This was again challenged before the Court, and last
August, Court asked for explanation and asked the Department
to revoke the order.
Still, Gupta did not receive the dues. Therefore he has
filed the contempt petition.
