New Delhi: Anti-Naxal operations in Chhattisgarh have been affected by lack of vision in police leadership, improper implementation of development schemes coupled with anti-government propaganda, officials have said.

They said despite providing adequate resources -- Central security personnel, funds for security-related expenditure, Chhattisgarh Police have not been able to take enough action to defeat the Maoists.

"Lack of vision in police leadership is severely hampering the anti-Naxal operations. There is an urgent need to re-jig the entire police administration and pursue a holistic approach," an officer said.

Out of the 16 districts in Chhattisgarh, 11 are hit by Naxal menace while five of them affected severely. The Centre has provided 25,000 central paramilitary force personnel to the state of the 72,000 personnel deployed in all Naxal-hit states.

Officials said improper implementation of various development schemes have also affected government's strategy to tackle the menace.

Several hundred crores of rupees have been pumped into the state in past few years for several development schemes, including Integrated Action Plan through which government is constructing roads, bridges, school building health centres and opening PDS shops.

All these have been happening despite Home Minister P Chidambaram enjoying an excellent relation with Chhattisgarh Chief Minister Raman Singh. On many occasions, Chidambaram had reportedly gone out of way to help Chhattisgarh government in its various requirements, officials said.
