Child rights being violated in Naxal-hit states

recruiting children from poor families and indoctrinating them
under the garb of socio-political education in Naxal-hit
districts.

Replying to a question in Lok Sabha, Minister of State
(Women and Child Development) Krishna Tirath said, "The
Naxalites have constituted `Bal Dastas/Bal Sangham/Bal Manch`
etc. as a part of mass mobilisation."

"The CPI-Maoists are recruiting children from families of
poor and backward segments of society and indoctrinating them
under the garb of socio-political education," Tirath said,

To bring stability to these children, the National
Commission of Protection of Child Rights (NCPCR) was
implementing the "Bal Bandhu" scheme, she said.

The NCPCR was running its Bal Bandhu scheme in nine
districts of five states with support from Prime Minister`s
National relief Find, she said.

Highlighting the contributions of the scheme, Tirath gave
details that till September 2011, 591 schools had been made
functional and 7138 children were enrolled in schools. Another
146 children were tracked and restored to their families under
the scheme, she informed the Lok Sabha.

Replying to another question on child rights, Tirath said
that till now 23 states and Union Territories had not set up
State Commission for protection of Child rights (SCPCR). The
Commissions for Protection of Child Rights (CPCR) Act 2005
provides that all states constitute SCPCR, she said.
