Delhi Lokayukta questions conduct of public functionaries

New Delhi: Delhi Lokayukta Justice Manmohan Sarin on Wednesday disposed of a case of construction of a residential complex against Karawal Nagar MLA Mohan Singh Bisht but raised questions about conduct of public functionaries.

The case came to the notice of Lokayukta Justice Manmohan Sarin after former MCD councillor Preeti Behn furnished inputs on around 60 legislators and former councillors allegedly having unauthorised constructions in their residential complexes.

Bisht had submitted to the Lokayukta that the premises in question was built in 1992 and that it enjoyed the protection under the National Capital Territory of Delhi Laws (Special Provisions) Act, 2011, falling into the category of unauthorised colonies waiting for regularisation.

Accepting Bisht`s argument, the Lokayukta, however, said public functionaries should strive as far as possible to avoid being seen as encouraging in the setting up and mushrooming of the unauthorised colonies and in any case being a party to raising of unauthorised and unregulated constructions.

Bisht in his reply said building plans for the complex situated in Karawal Nagar in North East Delhi could not be submitted as the premises was situated in an unauthorised colony.
