Opposition BJP, Delhi Assembly today passed a legislation
paving the way for handing over maintenance of industrial
estates to DSIIDC.

Terming Delhi Industrial Development, Operation and
Maintenance Bill, 2010 as a "black bill", BJP MLAs demanded
that it be referred to a select committee for further review
before it is approved. A Congress MLA also demanded that the
Bill be referred to the select committee.

However, the Bill was passed amid anti-government
sloganeering by the BJP which tore the papers and threw them
in the Well before staging a walkout.

The BJP has been opposing the bill to the hilt as it
sees it as a move aimed to curb the power of the MCD since
most of the industrial estates in the city are under the
BJP-ruled civic agency.

Initiating a discussion on the Bill, Industries
Minister Haroon Yusuf said, "the DSIIDC will be the agency of
the city government which will be responsible for development
and maintenance of infrastructure in all industrial estates
including those currently being maintained by the MCD."

Participating in the debate, Leader of Opposition V K
Malhotra termed it a "black bill" alleging that "it reflects
the autocratic attitude of the government as all the powers
will go to the DSIIDC."

BJP leader Jagdish Mukhi was of the view that the Bill
would promote "Inspector Raj" as it has provisions for regular
inspection by government officials. "There is no need to
creating this authority to maintain these estates," he said.

Rabindra Bansal, another BJP MLA, said the Bill would
encourage corruption and was anti-industry which would
adversely impact the capital`s industrial growth.

Congress MLA Mukesh Sharma also joined the BJP to
protest against the bill and demanded that it should be
referred to the select committee as "there were some
objectionable sections in it."

Later speaking to reporters, the Minister said the
Bill has been framed after several discussions with Home
Ministry and accommodating observations of various ministries
such as Urban Development and Finance Ministries.

"Besides, all the observations of the MCD too have
also been incorporated in the bill," Yusuf added.

According to the government, currently, the basic
infrastructure in most of these industrial estates and factory
complexes, being maintained by the BJP-ruled MCD, Public Works
Department and Co-operative societies, is in deplorable
condition.
