New Delhi: With campaigning for municipal
polls entering the last leg, a desperate BJP on Wednesday came out
with a vision document for Delhi listing its priorities for
overall development of the city in a bid to woo voters and
retain power in municipal administration.
The Vision Delhi 2025, released by BJP leader Arun
Jaitley, reflects the party`s plan for making Delhi a "model
city" in the next 13 years by significantly improving physical
infrastructure, governance and fuelling economic growth.
The release of the document came three days after party
came out with its manifesto for the civic polls which was
widely criticised for repeating the promises it had made ahead
of the municipal election in 2007.
"It is a document about party`s vision for the entire
city. The quality of life of people of Delhi must improve and
the document will be guiding principle towards that end,"
Jaitley said.
Describing Delhi as a "mini India", he said there was a
huge scope for improvement in infrastructure, solid waste
management, water distribution and environment protection and
providing affordable houses to weaker section of the city.
The vision document sets goal for improving the
transport, sanitation, sewage treatment, housing and health
facilities for the citizens in a time-bound manner.
About physical infrastructure, the party in the document
said it will aim to make Delhi the "most pedestrian and cycle
friendly city in the world" while ensuring a stress-free
commuting environment.
On the power sector, the party said it would plan for
generation of 12,000 MW of clean energy in the city by 2016
and make Delhi a "genset and inverter free city".
Aiming to improve the security in the city, the party
said it will introduce a "universal emergency telephone
hotline" through which people will be able to access emergency
response services.
Promising to streamline the water distribution system in
the city, the BJP said it is determined to make Delhi a
"Tanker Free" city where adequate water is available for all.
"In addition to ensure efficient distribution of water,
we would work to ensure that water remains affordable to all
residents," the party noted in the document which also sets
goal for improving sewage treatment, sanitation and garbage
disposal.
The party said it would rid the Yamuna of pollutants and
a comprehensive Yamuna Waterfront Development Plan would be
made to revive the lost glory of the river.
The party said by 2025, it will try to make Delhi a
slum-free city by constructing low cost houses for the poor.
It noted that it would allow construction of taller flats in
the city to supplement increasing requirement of dwelling
units.
"BJP would work to ensure that Delhi has broadband
network with highest speed in the world. This would help Delhi
in becoming a knowledge hub," the document said.
About education sector, the party said it would put in
place an online process for admission into schools and
colleges while on the environment front, the party promised
to ensure a clean and green environment.
Emphasising the need to improve governance, the party
said it would try to put in place a paperless administration
while ensuring a "corruption free" service delivery mechanism.
The party also promised to facilitate a better
environment for growth of trade and business and said special
attention would be given on encouraging knowledge intensive
industries.
Asked about his assessment about the polls, Jaitley said
he was confident of victory of BJP.
Speaking on the occasion, another senior party leader M
Venkaiah Naidu accused the Centre as well as the city
government of bringing "bad name" to the national capital
following the CWG scams.
