New Delhi: As the January 31 deadline looms
over the nations to endorse Copenhagen Accord, climate experts
have said India should not to be in a haste in submitting its
emission targets and climate plans.
It should instead wait for the offers made by United
States and European Union, they said.
They were also of the opinion that the deadline may not
give nations time enough to consult their Parliaments and
return to the UN with specifics on just how they will meet the
reduction requirements.
"The way the negotiations have been taking place
particularly since Copenhagen, US might come out with the
numbers but with a rider that they are subject to approval
from the Senate," said Mukul Sanwal, former special advisor to
the UNFCC secretariat.
Same is with the EU which might declare reducing emission
through offset under the Clean Development Mechanism.
"India must reconsider what it will have to submit under
the Copenhagen Accord as it would become legally binding on it
at the cost of its growth. It must wait for the other nations
particularly the US and EU to specify their actions," Sanwal
said.
He explained, "the way we phrase our commitments is very
important. because what the developed nations have done is
that all their commitments are specifically in terms of data
and numbers. So they (developed nations) want you to
scrutinise the data rather than policies."
