New Delhi: Ahead of the UN climate change conference, India and China have said that the Kyoto Protocol will remain a key point of negotiations in Doha.
Climate change officials from Brazil, South Africa, India and China, also known as the BASIC countries, who met at Beijing yesterday, underscored the importance of an effective and legally binding second commitment period through a ratifiable amendment implemented from January 1, 2013.
The BASIC countries want a second commitment period of Kyoto Protocol and it should be an eight-year period from 2013 to 2020.
"Ministers reaffirmed that the Kyoto Protocol remains a key component of the international climate regime and that its second commitment period is the key deliverable for Doha, and the essential basis for ambition within the regime," according to a joint statement issued at the conclusion of the BASIC Ministerial Meeting.
The BASIC group also asked developed countries to take the lead and scale up ambition not just in mitigation but also in adaptation, finance, technology transfer and capacity building.
"Ministers confirmed their understanding that developed countries that are not Parties to the Kyoto Protocol or do not participate in its second commitment period would not benefit from the Clean Development Mechanism of the Kyoto Protocol," it said.
The Ministers also noted the intention of the European Union to `stop the clock` on the implementation of the international aspects of the EU-ETS legislation by one year.
Meanwhile, Government sources said that India`s approach to Climate Change negotiations at Doha would be discussed at the Union Cabinet meeting tomorrow.
