Panaji: Being on guard was the best preparation for a terror threat, Goa's top naval official said on Monday.

Speaking to reporters on the sidelines of a trilateral naval exercise being conducted off Goa's coastline, Indian Navy's flag officer for Goa area Commander Puneet Bahal also said strategies to deal with the threat from terror outfit Islamic State were being worked out at the national level.

"Terrorism is something (which) knows no boundaries. A terrorist has no face, he can merge anywhere and therefore it is important for us to be always on our guard and be prepared for any kind of contingency," Bahal said.

Three navies -- India, South Africa and Brazil -- conducted joint naval exercises off the Goa coast on Monday as part of the 11-day IBSAMAR (India-Brazil-South Africa Maritime).

Asked about the IS threat and what efforts were underway to overcome it, Bahal said: "You specifically said about the IS threat, which is there, as you are aware... and India too, there is a lot of discussion on these things and whatever action has to be taken in terms of being prepared for this threat... one is being taken at the national level."
