Hisar rape: Key accused at large; SC Commission slams Haryana
Hisar (Har): With key accused in gangrape of a Dalit girl here still at large, the National Commission for Scheduled Castes Tuesday took strong exception to the delay in nabbing them, and alleged that atrocities against the marginalised community were on rise in Haryana.
After carrying out two arrests on Saturday and Monday, the police said it had stepped up efforts to nab the remaining ten accused even as additional forces have been deployed in the victim`s village to instill a sense of security.
"So far we have arrested two youths. The efforts are on to arrest the remaining ones. We have got clues and eight teams have been sent to various places to nab them. We are hopeful that the accused will be arrested soon," Hisar police chief B Satheesh Balan said.
He also said additional forces have been deployed in the Dabra village and security had been provided to the victim`s family.
On the possibility of the accused having circulated a video clip of the rape incident as some of them had allegedly filmed the crime, Balan said things will become clear once the remaining accused are nabbed.
While NCSC today slammed the delay in nabbing the remaining culprits.
"The atrocities and cruelty against the Dalits are increasing in Haryana. There are 600 complaints from Haryana alone pending with the Commission," Raj Kumar Virk, Vice-Chairman of the Commission told reporters here.
Virk said that it is unfortunate that the main culprits of gangrape incident had not been arrested so far.
"The police has one week to nab all the accused in the case otherwise the Commission will take action against the erring officers, suspend or transfer them.
"There is also an urgent need to establish separate police stations to deal with the cases of Dalits` exploitation," he said.
He alleged that the police generally rounds up whole the family of a poor man or a Dalit accused in any case to arrest him "but why the same conduct is not shown towards influential people of the society. The police should treat all the castes, communities or sections equally."
Sushila Sharma, chairperson, Haryana Women Commission asked for giving exemplary punishment to the culprits of the incident.
The Commission`s Vice Chairman and Sharma visited Dabra village and met the victim, her family members and assured them that all the accused will be behind bars soon.
The victim`s family lives in a two-room home and Krishan, father of the victim, who allegedly committed suicide after the incident, earned livelihood through daily wages as a labourer.
Elder brother of the deceased while commenting on the monetary help announcement made by the district administration for the family said no amount of financial help will "restore honour, respect and peace of our family".
Sarpanch of the Dabra village, Inder Singh Kalirawna, said they were trying their best to normalise the situation in the village and a meeting of the elders was held today to create a congenial atmosphere there.
Deputy Commissioner Amit Aggarwal told newsmen here today that all help would be provided to the victim and her family for rehabilitation.
The administration was also recommending the case of the girl`s brother for providing him a government job due to the death of his father.
The incident had sparked furore as irate residents of Dabra village had staged protest demanding immediate arrest of people accused in the crime.
The teenage Dalit girl was allegedly raped by a group of youths over a fortnight back and the youths had also threatened to make public her objectionable pictures, following which her shocked father committed suicide on September 18.
Meanwhile, main opposition INLD Secretary General, Ajay Singh Chautala has also demanded immediate arrest of all the accused in the gangrape incident.
He alleged that the Hooda government had been rocked by a series of scandals and this was not the first instance of crime against women, which he claimed, has been growing in the state in recent times.
