Himachal Pradesh CM introduces fresh Lokayukta Bill in the Assembly

Himachal Pradesh Chief Minister Virbhadra Singh on Wednesday introduced a fresh Lokayukta Bill in the Assembly providing for single member Lokayukta who would be a retired Supreme court judge or former Chief Justice of High Court.



Dharamsala: Himachal Pradesh Chief Minister Virbhadra Singh on Wednesday introduced a fresh Lokayukta Bill in the Assembly providing for single member Lokayukta who would be a retired Supreme court judge or former Chief Justice of High Court.

The Lokayukta would be selected by a panel consisting of Chief Minister, Speaker of the Assembly, Leader of the Opposition and Chief Justice of the High Court which would evolve its on procedure for selection of Lokayukta in a transparent manner.

The Ombudsman would have powers to punish defaulters for contempt and would have own enquiry wing and prosecution wing to investigate the allegations and prosecuting the erring public servants.

Introducing the Himachal Pradesh Lokayukta Bill in the Assembly, CSingh said the provision of power to punish for contempt was not incorporated in the ?in the central Lokpal and Lokayuktas Act of 2013.

In pursuance of policy of zero tolerance towards corruption, the Bill seeks to put in place a more effective mechanism to receive complaints relating to allegations of corruption against public functionaries, including the chief minister, ministers, MLAs and public servants, he added.

The bill, which will repeal the existing Himachal Pradesh Lokayukta Bill of 1983, will further strengthen the existing legal and institutional mechanism, he said.

Before introducing the fresh Bill, the earlier Bill introduced in the Assembly on February 19, 2014 was withdrawn by the House yesterday.

The Bill confers powers on the ombudsman to conduct search and seize documents and provisional attachment of assets.

It will also empower the Lokayukta to recommend transfer or suspension of public servant facing allegations of corruption.
