J&K incurs Rs 423 cr expenses without budget provision

incurred an expenditure of Rs 423.78 crore without the budget
provisions during 2009-10, according to a CAG report.
In its latest report on Jammu and Kashmir, Comptroller
and Auditor General (CAG) of India said that an expenditure of
Rs 423.78 crore was incurred in 49 major heads of accounts
without any provision in original estimates for the year
2009-10.

Giving further details, the report said that the highest
expenditure without budget provision was Rs 193.15 crore in
Higher Education , followed by Rs 62.23 crore in Social
Welfare department, Rs 51.12 crore in Rural development
department and Rs 49.35 Crore in Agriculture department.
As per the budget manual, expenditure should not be
incurred on a scheme or a service without provision of funds,
CAG said.
