Party (PDP), today asked the centre to review its incentive
policy for security forces in view of repeated instances of
alleged fake encounters.

"The government must review the policy of rewards and
promotions based on encounters. This could be an important and
timely confidence building measure," former Chief Minister and
PDP Patron Mufti Mohammad Sayeed said addressing a workers
convention at Aharbal, 65 km from here, in south Kashmir.

He said this announcement would create a conducive
environment for the upcoming visit of Prime Minsiter Manmohan
Singh to Kashmir. PM is expected here on June 7.

Mufti also demanded revocation of the AFSPA and
demilitarisation of civilian areas as also recommended by
the working groups appointed by the Prime Minister.

"With relations between India and Pakistan showing signs
of a revival it would be necessary that the people of J&K
feel the positive effect of this development and that could
happen only if the AFSPA is revoked", he said.

"The reports of fake encounters have created a credibility
crisis (for security forces) among the people and it was in
the interest of the defence personnel themselves to remove the
blot," Mufti said referring to alleged fake encounter at
Machhil on April 30 in which three local youths were killed.
