Jharkhand to make some changes in strategy against Maoists

Ranchi: Jharkhand police have decided to make some changes in its strategy to combat left-wing extremism with more action on inter-state borders, Director General of Police (DGP) Neyaz Ahmed said on Thursday.

"We expect more success in 2011 and we will change the strategy slightly like moving security forces to new places and launching operation on border areas, and having more cooperation with Bihar, Orissa and Bengal," Ahmed told a news conference here.

Stating that he had spoken to DGPs of Orissa, Bengal and Bihar on Tuesday, Ahmed said meetings would be convened to discuss strategy before launching anti-naxal operations.

"During the year-end operations, the police had busted a Maoist laboratory in Bokaro that got vital information which skuttled their (Maoist operational) plans," he said.

Stating that the security forces had been launching operations based on intelligence, Ahmed said as many as 45 top-ranked Maoists and naxalites of other groups were arrested in 2010.

"Area commanders and top national and state-level naxalites were arrested. This year our priority will be to put cases (against them) on fast track (for conviction)," he said and added cases of 64 naxalites had been ended in their conviction in 2009/10.

Though the Maoists have dominated the forests of Saranda in Singhbhum districts, the police have launched successful operations in the jungles last year.

"The fear of operation in Saranda has been overcome (by the security forces) with successful penetrations against the Maoists," the DGP said adding it had worked as a moral booster among the police personnel.

"Now will draw out a strategy on Saranda," he added.

The DGP said that the 'Operation Nai Disha' launched late last year to lure back extremists into the mainstream through attractive surrender package was on and some more naxalites had evinced interest in laying down arms soon.

The naxalites, who had surrendered under 'Nai Disha' were being given all the benefits as underlined in the state's surrender policy, he said.

On prevention of kangaroo courts in Maoist-affected areas, the police are working on their intelligence network to track the venue to prevent such illegal courts, Ahmed added.
