Hitting back at the Kerala government, the Centre Wednesday accused it of "passing the buck" on the issue of regulating lotteries in the state.

government, the Centre Wednesday accused it of "passing the buck"
on the issue of regulating lotteries in the state.

"The state government in Kerala is passing the buck,"
Home Minister P Chidambaram said when asked to comment on
Kerala government`s claim that the Centre had tried to help
the lottery mafia in the state.
The Home Minister made it clear that though Parliament
had enacted a law on regulation of lotteries, the
implementation of the Act and the rules was the responsibility
of the state government.
"It is the state government that must implement the Act
and the Rules. If there is any particular provision which
casts responsibility on the Central government, then the
Central government comes in the picture," Chidambaram said.
