The division bench headed by Justice DD Sinha was hearing "a suo motu" petition which the court took up in the aftermath of murder of Pune-based RTI activist Satish Shetty two years ago.
In May 2010, HC had instructed the government to take certain measures and set up a committee, but the government was yet to act, the judges were told by government lawyer today.
An Irked Justice Sinha said, "If a policy needs to be framed, what are you (government) waiting for? The government has to inform the court as to when it will implement the recommendations made by the amicus curie by November 5."
The special committee was to identify social activists and whistleblowers. The 2010 order further said that government would provide police protection to such activist or whistle-blower if he/she receives threats.
The government was also supposed to set up a mechanism for quick response to complaints from activists.
Mumbai: Bombay High Court on Thursday rapped the Maharashtra government for failing to comply with its 2010 order on measures to prevent attacks on whistle-blowers and social activists.
