2G scam: SC questions PM`s silence New Delhi: The political crisis over the 2G spectrum allotment scam deepened on Tuesday with Parliament adjourned for the fourth successive day following opposition protests, and the Supreme Court taking an exception to the 15-month "inaction" and "silence" of Prime Minister Manmohan Singh over a letter regarding the charges against then telecom minister A Raja.

The government came under further pressure as it tabled in Parliament the report of the Comptroller and Auditor General (CAG), which seriously indicted Raja for the arbitrary decisions that resulted in a revenue loss of Rs 1.76 lakh crore (nearly USD 40 billion) to the nation.

While the Congress said it was awaiting the details of the court observations, political circles are keenly awaiting the court proceedings on Thursday.

The political discussions on the spectrum scam shifted from developments in Parliament to the next hearing in the apex court in the case filed by former Union minister Subramanian Swamy seeking permission to prosecute Raja.

Meanwhile, an all-party meeting Tuesday failed to resolve the impasse in Parliament over the opposition's demand for a Joint Parliamentary Committee (JPC) probe into the 2G spectrum scam with both the government and the opposition sticking to their positions.

Parliament proceedings were repeatedly disrupted on Tuesday as opposition MPs continued to demand a JPC probe into the 2G spectrum allocation but the government hurriedly managed to table the CAG report in both Houses despite the commotion.

The Supreme Court on Tuesday took exception to the 15-month "silence" of Prime Minister Manmohan Singh on Swamy's public interest litigation seeking sanction to initiate proceedings against then telecom minister A Raja over the 2G spectrum allocation.

"His right to ask for sanction is a right under the law given to citizens in democracy. You say that his right is not mature," the court noted. Swamy had submitted an application to the Prime Minister on November 29, 2008, seeking permission to initiate proceedings against Raja under the Prevention of Corruption Act.

On March 19 this year, Swamy received a reply from the Prime Minister's Office stating that since the Central Bureau of Investigation (CBI) was probing the matter, it was "premature" to decide on his application.

In a cutting remark, the court said that three months may not be sufficient to decide on such an application. But 15 months was too long a period.

For the Prime Minister to say that it is premature "is troubling us", the judges observed. "Premature means there is no maturity level or maturity area," the court said.

The Prime Minister could have said that the material on record was insufficient and declined the sanction, said the apex court bench of Justice GS Singhvi and Justice Asok Kumar Ganguly.

The court referred to the "inaction and silence" of the Prime Minister.

Pranab Mukherjee, speaking after the luncheon meeting that failed to break the impasse in Parliament, said that the opposition leaders had conveyed their views.

"The leaders of opposition have expressed their views. They want a JPC probe. I have expressed our difficulty and told them we shall have to discuss among ourselves and communicate," Mukherjee said.

Communist Party of India-Marxist (CPI-M) leader Sitaram Yechury said the party wanted a JPC probe but it also conveyed at the meeting that the government can suggest some other mechanism as good as the JPC.

Nationalist Congress Party (NCP) leader Praful Patel said the government conveyed that there were various ways to reach the truth, including discussion in Parliament.

Referring to allegations of corruption and irregularities in the Commonwealth Games (CWG), for which too the opposition has demanded a JPC probe, Patel said the government told the opposition members that the VK Shunglu Committee was already looking into it.

He said the government would again meet the opposition leaders on Thursday in a bid to resolve the impasse.

Bharatiya Janata Party (BJP) spokesman Ravi Shankar Prasad insisted that a JPC probe should be conducted into the 2G spectrum allocation scam.

"We told Pranab Mukherjee that Raja is a player and we need a JPC probe and those involved and accused should be held accountable and tried," he said.

Most of the Govt job from Watch Man to Politician, from joining to promotion till transfer has a price tag to open their shop of corruption. 60 years of India`s Independence has witnessed many Killers, Dacoits, Smugglers, Sex Predators, Land Mafias etc as MLA`a, MP,s and CM. Spokes persons are used to misguide the country. Clean chits and Blame game has become part of dirty politics wasting time, energy and money. Now we see Whistle Blower`s file is forwarded to accused. JPC could be done to all closed down case of corruption given clean chits, from Coffin to Bofors. Corrupt Politicians and Officials are the Blood Sucking Insects for generations and Termites stuck to the base of the country. WAKE-UP my fellow Indians, and vote only to the Honest and Hard working Politicians, instead of voting name brand corrupts and criminals if UPA or NDA is the fate. SC and Alert Media is the only Oxygen left for country`s democracy.

Dear Sir,
I am a Telecom Engineer and having the 5.5+ Yrs Experiences in this industry. Please Read the Story of the Victims of the 2-G Scam.

I have lost my job due to my present Employer decides to close the business in Telecom. This is the result of the 2-G Scam & false decision by Mr A.Raja in 2008. Now I am not getting suitable Job whereas, i have 5.5 + yrs exp.
.
The Scenario is that the Telecom - Vendors & Operators (e.g. GTL, Aryacommunication, RTO, Alcatel, Nokia, HUAWEI, Swan Telecom, Loop Tel, IDEA, TTSL etc.) decided to terminates or reduced the Employees.

Pls investigate as the result of the 2-G Scam ,Laksh of Telecom Professionals lost their Jobs .

Hence, the 2-G Scam leads to increase the Unemployment as well as effects to the Indian Economy & GDP. But nobody is concentrating on this matter .

My Questions are-:

(1) Mr. Raja resigned but will he be punished ? ( For declining the Indian Economy,GDP as well as increasing the Laksh of Unemployment)
(2) To whome will we seek for Job again ? And where we will go?
(3) Should we seek for Job to Govt. ?
(4) Is there any responsible Role of Govt. to combat against the unemployment growth for this industry ?

In my opinion Supreme Court has done correct by questioning PM on his silence. Now it’s time for PM to give a statement in parliament on entire 2G scam and also form a JPC to investigate the matter.

Itwas some time back when Advaniji called Manmohansinhji a week prime minister. At that time I was shocked by the personnel attack on MMSinh. But Now I realise that Advaniji is 100 percent right. Not only that MMSinhji has proved him self a supper weak PM.Advaniji, bonus marks for you.Now the country should also realise that MMS is a mohra only.Actual power rest in some one else. All knows...!!! no clarification is necessary.

You people have to understand the CORE of this arrangement which media and politicians are not highlighting because there are thousands of Indians in UAE ( political reason connected to billions of dollars of forex income to india every year) . See the buyer of the Telecom License from the indian company is ETISALAT ( google it ) which is owned by UAE government . This company has BRIBED its way into indian telecom market !! While it mercilessly charges HIGHEST charges to India from UAE , it wants to benifit from the giant Indian market , plus UAE does not allow indian Telecoms to enter UAE so WHY should india allow UAE companies in Indian Telecom? The Indian public should start a media campaign asking who is Etisalat and why etisalat and who are the owners of Etisalat and BTW Etisalat has a policy of prosecuting other nationalities in UAE using UAE law enforcement for smallest reasons . Guys focus on the Arabs - who are on their SECOND conquest of India in 2010/2011 this time using Oil Cash PetroDollars not weapons. Do you guys want to be enslaved by Arab cash ? If know spread this word and start a campaign against Etisalat .
