Amendment in Labour Law sought for unorganised sector

The Centre on Tuesday said it has been seeking amendment in the law to bring workers not recorded in employers` registers under the social security scheme for the unorganised sector.

Kolkata, Feb 19: The Centre on Tuesday said it has been
seeking amendment in the law to bring workers not recorded in
employers' registers under the social security scheme for the
unorganised sector.

"These unregistered workers would then, at least, receive
government social security benefit," Union Labour & Employment
Secretary Sudha Pillai told a seminar today at the Indian
Chamber of Commerce.

Employers sometimes did not disclose the number of
employees to avoid labour laws, Pillai said.

Stating that the amendment to Labour Law (extension for
furnishing returns & maintain registers by certain
establishment) of 1988 was in Parliament since 2005, Pillai
sought trade union support to pass it.

He said that the total workforce of the country increased
by one per cent in the last one year and the government was
seeking amendment in the labour law to bring more workers
in the sector into the ambit of social security.

"The current share of the unorganised sector workers is
94 per cent, but it was 93 per cent when we proposed a social
security scheme for the unorganised sector last year," he
said.

In contrast, there was decline in the organised sector
workforce by two million to 26 million recently because of
contract workers and right sizing in the public sector.
