‘Anna will break fast if Jan Lokpal tabled’
In a significant move on Friday, Team Anna climbed down on their earlier demands over Lokpal Bill, calling for a discussion on Jan Lokpal under Rule 184 in the Parliament as the only condition for Anna Hazare to break his fast.
New Delhi: In a significant move on Friday, Team Anna climbed down on their earlier demands over Lokpal Bill, calling for a discussion on Jan Lokpal under Rule 184 in the Parliament as the only condition for Anna Hazare to break his fast.
An announcement in this regard was made by prominent lawyer and integral member of Team Anna, Prashant Bhushan.
While talking to media, Bhushan said, “Anna Hazare will break his fast if a resolution containing three of Anna’s demands is passed or the Jan Lokpal Bill is tabled.”
BJP has moved a motion for discussion under Rule 184 in Lok Sabha which entails voting after the debate. On the other hand, three Congress MPs earlier gave a notice for the Lokpal to be debated under Rule 193 which only requires a reply from the concerned minister.
BJP has also moved a motion under Rule 168 in Rajya Sabha which also entails voting after the debate.
Bhushan also said, “Anna is not satisfied with the mere verbal assurance by the Prime Minister.” “Government should give Anna a written assurance in this regard,” he added.
Earlier in the day, when an all-party meeting rejected the bypassing of parliamentary procedures for holding discussions on the Lokpal Bill, Prashant Bhushan had suggested rules that allow Lok Sabha to waive off procedures and hold discussions on any issue.
"This question about rules coming in the way of debating this matter... every rule of the Lok Sabha can be waived by a motion. One motion can be passed to waive this rule," Bhushan told reporters.
He said that if MPs want to discuss something, there`s no one that can stop them. "Lok Sabha Rule 388 says it can waive any rule and hold any discussion and pass any resolution," he added.
Team Anna wants lower bureaucracy to be covered within ambit of Lokpal, creation of Lokayukta on similar lines in the states and provision of a Citizen`s Charter and grievance redressal system in the bill.
