Guwahati: The Comptroller and Auditor
General of India (CAG) has detected anomalies in fund
utilisation and other sectors of MLA area development schemes
in 126 assembly constituencies in Assam.
"More than sixty per cent of the works taken up for 126
constituencies execution during 2004-09 were completed but
deficiencies were noticed in planning, utilisation of funds,
physicial achievements and selection of works", CAG said in
its report tabled in the ongoing state assembly session.
The CAG said that scheme implementation in 57 of 126
constituencies was partially successful to address the the
need of the people.
Monitoring mechanism was ineffective both at the state
and district level besides upkeep of the created assets were
not ensured, the report pointed out.
"At the district levels neither the area development
fund schemes were inspected by the deputy commissioners as
required nor was any monthly review meeting with the executive
agencies held in any of the ten checked districts", it said.
The deputy commissioners had failed in their
responsibility to verify that works had been executed as per
the prescribed specifications, it said.
