BJP slams absence of oversight mechanism in loan waiver scheme
New Delhi: The BJP on Monday alleged that absence of an oversight mechanism had resulted in the poor implementation of the farm loan waiver scheme and asked the government to explain the role of Finance Ministers P Chidambaram and Pranab Mukherjee in the matter.
Referring to a CAG observation on the farm loan waiver scheme amounting to Rs 52,280 crore announced in February 2008, BJP spokesperson Nirmala Sitharaman said the government auditor has pointed out that there was no oversight mechanism to monitor the implementation of the scheme.
"The National Level Monitoring Committee failed to do its duty. The Finance Ministry, RBI and NABARD had no oversight mechanism between themselves on this matter. No single minutes of meetings held for this purpose was available," she said.
The CAG had conducted a performance audit of the period between April 2011 and March 2012 covering 25 states and 90,576 farmers.
The BJP alleged that Congress had brought the farm loan waiver scheme to reap benefits in the 2009 elections. The party said Chidambaram had "designed and proposed" the scheme keeping the polls in mind while Mukherjee had implemented it without any oversight.
"BJP demands that the UPA government explain the role and the responsibility of the two finance ministers for their negligence and inaction in ensuring proper implementation of the scheme," Sitharaman said.
The party also demanded a thorough audit of the remaining accounts of over 3.44 crore farmers under the scheme, some of whom were "not the intended beneficiaries".
"The most worrying point is that for the last five years, the government has made no effort to carry out or to find out if Rs 52,000 crore of taxpayers` money was spent properly," Sitharaman said, quoting the report.
