BSF, CRPF frustrated, suffer sleep shortage: Study

New Delhi: Troops of the country's two largest paramilitary forces - CRPF and BSF - are suffering from acute shortage of sleep and are highly dissatisfied as they are deprived of leave and medical care benefits, a government sponsored study by IIM Ahmedabad has said.

"The personnel complained they were not granted leave on time. This was a cause of great dissatisfaction among them. The procedure of granting leave took a long time and at times, the leave was granted after the period is over for which it was applied," the study done by Professor Dheeraj Sharma of IIM-A said.

The 11-page summary of the report said, "Personnel at these paramilitary forces suffer from acute shortage of sleep. The working duties need them to work over long, stretched hours. The deprivation of sleep reduces the energy levels and causes discontentment among the workforce."

Sharma was tasked to undertake the on field survey of the personnel after the force headquarters and Home Ministry observed that a number of personnel were either leaving the service or opting for Voluntary Retirement Scheme (VRS) owing to various issues.

The study has made the Home Ministry sit up and take notice of the service and living conditions of these personnel who guard sensitive borders and tackle the most difficult internal security challenges like Left Wing Extremism (LWE).

"The report is with the ministry now and a reply has been sought from both the CRPF and BSF. We will take appropriate remedial measures soon," a senior Home Ministry official said.

While nearly three-lakh strong CRPF personnel is the lead anti-Naxal operation force in the country, around 2.5-lakh BSF men guards strategic Indian frontiers along Pakistan and Bangladesh.

all in all ,ist in sufficient troops in all branches of cpmf.two mans load is keep by a single man in duty.govt has no time to think about the welfare of cpmf.so many causes in cpmf.pers enjoying in static location for several yrs.but pers also laid down in hardship area during his 14-15 yrs service.no one look upon him.pers newly married also suffers in high hill areas where accomodation for family not available .which is a great stress.army n bsf duty in same high hill n hard area .bsf also contribute duty with army.but msp is granted 2000 for army group c pers whery bsf group c have no such allowances.all in all no govt clearly pay his time upon cpmf hardship duty.there is no permanent location for cpmf.it can use in border by govt also use when internal security needed.leave is main cause.we the cpmfs have not such a luck that we travel in rail with reservation at the time we requied chifly the soldiers pf cpmf.i pray to gov look these matters n take a proper solution .so that cpmf solders have no tension in job.

This is not the new phenomenon as the troops have been overworked atleast for last 25 yrs. There are many non operational movements like Anny parade,Send off parade of DG(normaly once in a year), other adm moves makes men overstretched. Deputationist are usualy unaware of ground reality.Lucrative offers for security trained personnel in market is reason to quit.Shortage of men in all ranks.Misuse of menpower and undignified living conditions need no elaboration.
