CAG office rubbishes former 2G auditor's claims

New Delhi: The office of the Comptroller and Auditor General Friday refused to join issue over a former auditor's claims on 2G spectrum allocation that have sparked a political row, saying it does not react to media reports.

"We do not react to media reports about our reports," a CAG official said.

RP Singh, who was Director General of Audit with the CAG of India, in an interview with a private television channel Thursday claimed that the opposition Bharatiya Janata Party's senior leader Murli Manohar Joshi as the chief of the parliamentary panel inquiring the 2G scam had spoken to CAG officials a day before the 2G report was released.

Singh also in the interview questioned the CAG's estimate of the presumptive loss of Rs.1.76 lakh crore in the 2G spectrum allocation. He said the loss due to the first-come-first-served policy then followed by the government was Rs.37,000 crore and this too was entirely "recoverable".

Rubbishing all this, the CAG official said, "The CAG report in question (the Rs.1.76 lakh crore loss) bears the counter signature of RP Singh who was the DG and was the auditor concerned for the telecom sector."

Singh's claims, however, have provided fodder for the ruling Congress party to go on the offensive on the 2G scam and attack the BJP and the CAG.

After a meeting of the Congress core group, Sonia Gandhi said she thought the BJP has been "exposed".

The Left also said the BJP as well as the CAG should respond to the allegation.

But Joshi, who heads the Public Accounts Committee, said: "This man (Singh) himself presented the report to the PAC. Why didn't he say that he did not agree at that time. All this is an attempt by the government to malign the CAG and RP Singh is a part of that attempt. "

"The government is targeting the institution of the CAG to hide its own misdemeanours. It is a part of that campaign," Joshi added.

Funniest part of the current episode is the actual culprits are silent on this entire controversy on figures. Perhaps their figure is much bigger. Presumptive figures arrived under certain factors / scenarios. Let some Hercules move back the time to that as mentioned in the report & create the same scenario and try the auction . If not CAG’s figure, at least the CBI’s / Charge sheet ( filed under the Honorable Supreme Courts intervention) figure of Rs30,000 cr will be realised. Best part is ..there is denial on scam. To that extent at least, CAG is accepted.

I think Mr. R.P.Singh also had dinner hosted by MMS and was briefed nicely like Maya and Mulayam who are disrupting both the houses so that discussion under 184 does not take place and FDI is implemented as the policy decision.

Let this investigation go into the hands of the independent agencies and not agencies under congress govt. Govt has put in all its best malign the CAG , an independent institution and looted the funds earlier. Then at the time of auctioning in 2012 colluded with the corporates. This govt. under congress cannot be trustedat all.

Mr. Vinod is a smart CAG. He seems that he does not believe in debate and discussion.and does not react to media reports. He seems to have the nack of leaking the audit reports to the media even before they reach the Parliament. Some vesdted interests have taken the CAG reports as truths and used the media to defame the Congress and the honest Prime Minister who has a spotless reputation. The media and the judiciary connived to defame the Government. We all know thruths triumphs in the final analysis. In the days to come we might see the real face of CAG in other audit reports as well. I think the CAG is incompetent to hold that position, and any sny shame is left in him, he should resign and the affected parties should file defamation cases not only againt Mr. Vinod Roy but also other senior staff members who miserably failed in their responsibilities.

Well said. If some one is not reacting to some media’s remarks, is totally their personal choice. Every one cant be as shrewd as Mr RP Singh. May be they are hand in glove with some political party. To teach such people, impeachment is the right tool. As such , Govt has got the numbers and it is the high time to move an impeachment motion against any such offices to at least make out the chalk and cheese , instead of crossing swords with others and tarnishing their own image.

Do you mean to say that some body was holding a gun at the back and Mr. Singh signed the report. Mr.Kamdar, you must understand that Mr. Singh was not a clerk in CAG office, he was the DG and no body could ask him to sign forcibly. Why could he not raise the issue when he faced the JPC , why now ?.
