Central ministries face Parliamentary panel`s ire

New Delhi: Various central ministries have come under fire from a Parliamentary panel for failing to adhere to its recommendations while framing rules for Acts
passed by the Parliament.

Lok Sabha`s Committee on Subordinate Legislation has also slammed the Parliamentary Affairs Ministry for being a "mute spectator" to the breach of recommendations of the panel.

It said that as a coordinating agency, the Parliamentary Affairs Minister should have a "more proactive role" with two way communication rather than the prevailing one way "unresponsive approach", which has been found to be "hardly
binding" on other ministries.

A report released by the Committee said that despite reiteration of its recommendations, the ministries are still "found wanting in their endeavour to adhere to these recommendations".

Though some ministries have apologised for failing to implement the recommendations, most of them started initiating action only after a reference is made to them, that too after "protracted" correspondence, the report said.

"This is simply illustrative of the casual and lackadaisical approach with which the ministries take their statutory obligations," it said.

The Parliamentary Affairs Ministry should hold review meetings twice a year with other ministries, at least at the level of joint secretary, and call for quarterly report from them regarding recurrence of non-implementation of the oft-repeated recommendations of the committee, the panel has said.

It said the quarterly report should be akin to the report required to be submitted by the Ministries to the Law Ministry as per the guidelines in the Manual of Parliamentary Procedures of the central government.
