Centre to spend Rs 15,000 cr for infrastructure in courts

Bangalore: The Centre plans to spend about Rs 15,000 crore in the coming four years to upgrade infrastructure in courts across the country, Union Law Minister M Veerappa Moily on Saturday said.

The 13th Finance Commission has provided Rs 5,000 crore for developing infrastructure in high courts and the government wants to spend Rs 10,000 crore to improve infrastructure in sub-ordinate courts, he said.

"The Cabinet note on the issue is ready. The programme upon approval would be implemented over a period of four years," Moily said at a conference of advocates and human rights delegates on the theme "Law as an instrument of Economic and Social Change" here.

Government was contemplating setting up five regional consultative centres to prepare faculty and improve curriculum in legal education in Guwahati, Kolkata, Delhi, Chennai and Goa, he said, adding, it was also working on a plan with the Chief Justice of India to ensure that the delay in disposal of cases does not exceed beyond three years.

Fourteen National Law School of Universities would be added to as many existing in the country in the coming years, he said.

In the wake of increase in the number of honour killings in parts of the country, Moily said a bill to prevent such crimes was in the offing and being drafted.

Congress spokesperson Abhishek Singhvi, who presided, stressed the need for evolving a welfare support scheme to lawyers on retirement to take care of their medical needs and livelihood.

He flayed the BJP's opposition to government enhancing the age of Judges of the High Court from 62 years to 65 years, saying "that party stands exposed now".

The enhancement in retirement age would bring to halt the unhealthy lobbying indulged in by some high court judges seeking elevation to Supreme Court, where the retirement age is 65 years, he said.

Singhvi, however, requested Moily not to entertain demand for revising the retirement of age of Supreme Court judges from 65 years to either 67 or 70 years.

He said he would not support the demand of advocates of Bangalore for establishment of Supreme Court Bench in the city, saying "it would dilute the integrity of the highest court".

part of rs.15,000 crores will go into some peoples pockets as we are seeing in the (mis)conduct of commomwealth games !! there will hardly be any change in the court`s infratructure !!

actually our judicial system is stinking being a neglected feature for decades.as per cji of the apex court,the pending cases would need atleast 325 years for a proper adjudication,so none should expect any verdict in his own lifetime!our lawyers/judges must be made accountable for disposal of all the cases.a time frame be fixed for disposal and no adjournment be given except for very and extremely rare circumstances.judges promotions be made dependent upon the ratio of his disposing capacity and not just by seniority.instead of dumping such a colossal amount of tax-payers money,the existing courts/procedure would need to be over-hauled at all the levels.

3years in each court - ie..3years in lower/traffic courts, then 3years in session courts, then 3years in high court and then 3years in supreme court this itself woud make it 12years thing to be noted is that these cases get transfered back to the lower courts from the higher courts which means additional years ie. 15-20-25years..ie is this not what is happening even currently? justice is delayed..which means justice is denied then what is the use of the courts - this minister is simply spinning yarns! yes we need to believe it if and if only the pending and every new letigation is closed from the lower most court to the upper most court in 3years!!
