New Delhi: In what may come as a major embarrassment to the ruling UPA alliance at the Centre, it has emerged that the Congress party tried to buy votes of MPs of other political parties to ensure that Manmohan Singh government survived crucial vote of confidence on the Indo-US nuclear deal in 2008.

As per a report published by a leading daily, a close aide of senior Congress leader Satish Sharma showed a US Embassy employee “two chests containing cash”, which according to him was part of Rs 50-60 crores arranged by the party to purchase support of MPs.

Not only this, Sharma’s political aide also revealed to the US national that Congress party has already paid Rs 10 crore each to four MPs belonging to Ajit Singh’s Rashtriya Lok Dal to secure vote in favour of the UPA government.

The revelations are contained in the secret US State Department cable (162458) sent on July 17, 2008. The cable, sent by US Charge d'Affaires Steven White, talked about a visit the Embassy's Political Counselor paid to Satish Sharma, who was described as “a Congress Party MP in the Rajya Sabha having close links with the family of former Prime Minister Rajiv Gandhi and someone very close to party president Sonia Gandhi.”

As per the report, Sharma informed the US Embassy official that he and his colleagues were doing everything to ensure that the government of Prime Minister Manmohan Singh survives the confidence vote on July 22.

The Congress leader also revealed that efforts were being made to win support of the MPs belonging to the main opposition the Bharatiya Janata Party and the Akali Dal,

The US Charge d'Affaires also mentioned that on July 16-five days ahead of the confidence vote- Sharma's political aide Nachiketa Kapur told an Embassy staff member that Ajit Singh's party had been paid Rs 10 crore for each of their four MPs.

Kapur also mentioned that the Congress leadership was not at all worried about money, but wanted things to fall in line when the government faced the confidence vote.

Sharma’s aide even showed the Embassy employee two chests containing cash and said that around Rs 50-60 crore had been arranged, which will be used as pay-offs.

On his part, Sharma had assured the Political Counselor that the Prime Minister and his colleagues were working to win support of eight Akali Dal MPs through financier Sant Chatwal, but it did not work out later.

Sharma also revealed to him that the top Congress leadership including Sonia Gandhi, Rahul Gandhi and PM himself were in favour of the Indo-US nuclear deal and had conveyed this message clearly to the party.

“Efforts were also on to try and get the Shiv Sena to abstain. Further, Sharma mentioned that he was also exploring the possibility of trying to get former Prime Minister Vajpayee's son-in-law Ranjan Bhattacharya to speak to BJP representatives to try to divide the BJP ranks, ” the cable quoted the US official as saying.

The sensational expose by the WikiLeaks has confirmed that Congress leadership was ready to explore all avenues to win support of MPs in favour of the Indo-US nuclear deal.

Shockingly, as per the cable, another Congress Party leader Kamal Nath, who was the minister of commerce and industry, offered small planes as bribes to those who were willing to vote in favour of the UPA government.

However, despite the Congress party taking all efforts to win support of MPs, the US Embassy concluded that the UPA could only maintain only a “precarious lead” in the forthcoming confidence vote.

It concluded that government still had a slim majority and anticipated about 273 votes in favor, 251 opposed, and 19 abstentions during the confidence motion.

The prediction made by the US Embassy came close to the actual figures as Prime Minister Singh got 275 votes in favour with 256 against and 10 abstentions. Just before the confidence vote, the cash-for-vote rocked the nation as BJP produced wads of notes on the floor of the House and alleged that this was the money the government had used to try and buy the support of MPs.

However, subsequent investigations into the matter failed to establish anything concrete.

The secret US Embassy cable, however, is likely to reignite Opposition allegations that bribery was resorted to on a massive scale to ensure the UPA won the 2008 vote of confidence.

Meanwhile, RLD chief Ajit Singh has strongly denied the WikiLeaks expose by pointing out that his party has only three MPs not four as mentioned in the WikiLeaks expose.

He added that, he had not decided to vote in favour of the nuke deal and had considered going with the Left parties, so there is no question of the Congress trying to influence him.

Such kind of incidents are significantlly proving the dishonesty of our dear politicians irrespective of political parties.
Mr Manmohan Singh is most qualified P.M. of our country. Nuke deal had some negative consequences therefore U.S. Government was agree to pay off 10 crore to M.P. & get benefit after implemention of the same.
All such kind of dishonesty are showing our sense of responsibilty which public have in their represntatives, Almighty God also testing to give opportunity to perfom well as well wisher and servant of God.
THe death is universal truth which everyone has to face and go back to Almighty and answer him.
really we`re desparately in need God-Fearing people who run our home our societies, our provinces and our country too.
We`ve to pray to Generous God to uplift us from derelict situation.

1.Election System- winner must get 50% of votes of the constituency this may be achieved in three stages,without party symbol, so that minority govt. may not be established.
2. Judiciary system should be time bound-i.e.for criminal cases-three months, for civil-six months, quality of judgments must be like this that maximum 5% of such judgments should be referred to apex courts. Accountability for judges should be fixed.
3. President or Lokpal should have power even to peep into accountability Government servants including S.C.judges that too in a time frame as per requirement of scenario but, not more than six months in any case.
4.Reservation should immediately be abolished.
5.Black money must be brought back to our country.
6.Only two taxes should be effective-one is Indirect Tax & second one direct tax.
7.Currency should be changed after getting visible black money so unvisible black money may not play in economy.
8.Cabinet meetings or decision making body should work in glass chambers in front of camera with audio to avoid further dents to nation.
9. Accountability should be first & last criteria for any person getting salary / funds for Government Exchequer.

If we have the courage to adopt any seven of 9 points above we can build a Nation ` Bharat` a true democratic republic.

its not at all surprising people of india are forgive and forget type does any one remember PV Narasimha Rao who had purchased Votes in the parliment and shameless admitence of Criminal MP shibbu soren who was sentenced to jail in a murder case who ultimately went on to become central minister.

It is good and in the favour of economy that Nuke deal was passed in the parliment , I belive thou it is wrong way of congress to bribe MP`s , but it was very important for congress to survive , not for there pockets , but the economy for which we need power from the nuke deal , I feel courrption at times does good an in favour of the economy , atleast these Communist were away from there dangereous egostic policys , and poltical game plan of chinese .

I request to Evey politician is their any one who think about India and not for politics. to-day every where you see the politics and politics. Every body think only for our self. No body today thinking about India except two or three. Those are the fumes in India who think about the nation not for self. I am only one India who think like this and Happy to thin like this and proud to be an Indian

Will PM take responsibility of it? Why don`t he explain who are the wrong doers? What punishment has he set for himself & his boss Sonia? The worst thing is cash for Vote was voiced in Parliament and it was also packed up. Who was responsible for it Mr. PM? I think the biggest wrongdoers are we Indians as despite of knowing all we again voted them to power.

Its a shame of course that the country which is generating one of the worlds largest GDP has not enough money to be pumped into the economy and at least subside if not eradicate this menace. people are tired of this stinky politics. i am basically in support for the Indo-US nuclear deal. but if its brought about by feeding money to the people who are supposed to understand its necessities and act accordingly, then it stinks. i wonder when we as a country will wake up. when our leaders will understand being a leader is not about just ruling.. its about ruling with wisdom and acting for the betterment of the people and the country at large.
anyways i personally congratulate the UPA government for making the nuclear deal a reality... they just followed the good old saying ``while in Rome do as the romans do it``.
