Ahmedabad: Gujarat Chief Minister Narendra Modi has asked Prime Minister Manmohan Singh to consult states before making any announcement regarding cut in carbon emission at the ongoing Copenhagen Climate Summit.

In a letter to the Prime Minister, Modi referred to Union Environment Minister Jairam Ramesh's statement in which the latter said that India is likely to commit reduction in carbon intensity to the extent of 25 per cent by 2020.

According to the BJP leader, majority of activities in relation to the reduction in the carbon emissions are directly linked to the states and it will have a major impact on sectors like energy, urban development, industry and agriculture.

"Any announcement in the climate change policy matters will have long term impact on various developmental activities initiated by the state governments and therefore they should be actively involved in preparation for any policy frame work with reference to emission standards," he said in the letter.

Modi argued for integrated strategy on climate change and open discussion with the states and other stake holders.

Modi also requested the PM to share contents of the analysis report prepared by the Planning Commission based on which the Union government is likely to make an announcement at the Summit.

The state governments should not be left out on this very important issue and rather they should be consulted for evolving a joint strategy, he said.
