CVC processed over 18,000 graft complaints in 2011

New Delhi: More than 18,000 complaints of graft were processed by the Central Vigilance Commission in 2011, the Government on Wednesday said.

Of the total of 18,344 complaints, 937 were from whistle blowers, Minister of State for Personnel, Public Grievances and Pensions V Narayanasamy told the Lok Sabha in a written reply.

The probity watchdog has received 17,128 complaints (including 439 under Public Interest Disclosure and Protection of Informers) in 2010 and 14,725 complaints (377 under PIDPI) in 2009, the Minister said.

"The Commission after careful consideration of all factors and with a view to ensuring promptness in the matters involving vigilance administration has prescribed a period of three months for completing investigation into a complaint and sending the report to the Commission by the Chief Vigilance Officers.

"In so far as PIDPI (also referred to as whistle blowers) complaints, the Commission has prescribed a period of one month for submission of investigation reports," he said.

Besides, 1,216 complaints were sent for investigation and report in the last year as against 1,100 and 1,854 in 2010 and 2009 respectively.

"Commission has noted delay in submission of investigation reports on such complaints. As on December 31, 2011, a total of 1,406 complaints were pending for submission of investigation reports with various ministries, departments or organisations on which reports are awaited," Narayanasamy said.

In another reply, he said that out of 50 disciplinary cases came for its advice between 2009 and April 2012 the Department of Personnel and Training (DoPT) has agreed with CVC in 13 cases. Also, out of the eight cases came for its advice for sanction for prosecution during the same period, the DoPT had agreed in six cases with the anti-corruption watchdog.

"Every effort is made to convey the advice or decision as soon as possible. The decision or advice is given with the approval of the Minister in Charge of this department and it is observed that the average time taken is around two months in normal course," the Minister said.

The DoPT has not experienced any administrative delay in deciding cases that came for its advice. "However, to fast track cases of sanction for prosecution, it has been recently decided that the views of DoPT would be communicated with the approval of Minister of State for Personnel, Public Grievances and Pensions" Narayanasamy said.

The CVC should tell about how many of the accused are SAG and above level officials because in all big purchases it is these people who loot the department. These looters normally do it through their subordinates who who form the tender committee and who are given verbal directions about their personal interest in particular firms to be awarded contracts. Thus if at all some cases are caught, these actual traitors get away unscathed. It is also said that the vigilance inspectors are specificaslly ordered never to touch a senior officer and if and ever some inspector becomes adament, those names are dropped at CVO level and the inspector is shunted out of the department.

Absolutely right, the CVO in major organisations are IAS officers who resort to such silly tricks. I have heard of one who was in an major OIL PSU during upto very recently who used to say to vigilance officers not to touch the senior officers . Very much several good officers in vigilance who did not listen to him were sent out of the PSU.

Anna Team must shift its focus from Corrupt Ministers to Corrupt Government Officers due to Common People are more harassed by the Government Officers then Ministers. Common People don’t feel the pain what Ministers are giving but Common People feel the pain what Government Officers are giving. They are torturing like we are criminals. If we go for any work to be done from them, they ask money, actually it is free of cost. If we don’t give Bribe or talk loudly with them, they don’t do our work. Delaying for years is normal for them. Nobody is there to ask them. Common people don’t go to complain. So Jan Lokpal Bill or Lokayukta must have power to investigate by his own will instead of waiting for the Complaint.
