CWG probe: Shunglu panel gets status of a SC judge

New Delhi: In a move aimed at giving more
teeth to the probe, government has conferred the status of a
Supreme Court judge on V K Shunglu, head of the two member
high-level committee to go into the alleged financial
irregularities in the Commonwealth Games.

Sources said that an order in this regard was issued so
that the committee will have the authority to summon
officials, inspect records, call evidence and to look into all
the official documents pertaining to the mega sporting event.
Prime Minister Manmohan Singh had on October 15
constituted the committee to be headed by Shunglu, a former
Comptroller and Accountant General, to investigate and
report within three months its findings.

Besides, Shantanu Consul, Secretary, Department of
Personnel and Training, has been appointed as a member of the
committee, which he will assume after his retirement on
October 30.

The committee, which has been given vast powers, will
examine the "weaknesses in management, alleged
misappropriation, irregularities, wasteful expenditure and
wrongdoing in the conduct of the Games and recommend action".

It would look into the role and responsibilities of the
signatories to the Host City Contract and the overall
implications of the obligations entered into through the Host
City Contract, planning and execution of development projects
related to the Games and contracts for service delivery, with
reference to time, cost and quality.
It would also probe the issues relating to the
effectiveness of the organisational structure and governance
for organisation, preparation and conduct of the Games at all
levels, including the Organising Committee and its key
functional areas.

The Committee will also probe the role of international
or national advisors/consultants/officials of the Organising
Committee in conducting the Games.

It would assess overall impact of the Games for the
city`s infrastructure, sports infrastructure and sports
development, lessons learnt for the future, establishment of a
mechanism for laying down time frames and effective
monitoring,
creation of a legally sustainable framework for hosting
similar international sporting events,appropriate financial
management and internal audit, media interaction and
communication.

The Shunglu panel will also consider any complaint from
public, duly supported by documents, concerning the conduct of
the Games.

Shunglu committee can look into broadcast rights row: Cong

Congress on Wednesday said it was for
Shunglu committee to decide action on the alleged
irregularities in giving telecast rights for Commonwealth
Games to a UK-based company.

"The ambit of the probe by Shunglu Committee is wide
and he will definitely look into whatever facts come out,"
party spokesperson Manish Tewari told reporters at the AICC
briefing replying to queries on the controversy over
broadcast contract for Commonwealth Games.

The Congress spokesperson`s comments came on a day
when, in a move aimed at giving more teeth to the probe, the
