Delhi gang-rape: Parliament outraged, govt to fast-track trial

New Delhi: As an outrage erupted over the rape and brutal assault on a 23-year-old student, two more people were arrested in connection with the horrific incident as government promised to fast-track the case amidst calls in Parliament for death penalty to rapists.

The health of the girl, a para-medical student who is battling for life in Safdurjung Hospital, deteriorated this evening and she was put on "full time ventilator support".

The arrests today came on top of detention of two men last night in connection with the incident that took place at around 9:30 pm in a moving bus on Sunday in south Delhi.

Two days after the incident in which her male friend, an engineer, was also attacked for standing up to the rogues and both thrown out of the bus, both the Houses of Parliament had an impromptu discussion on the issue.

Members expressed anger and concern over safety of the women in Delhi with cinestar-turned-MP Jaya Bachchan even breaking down in the Rajya Sabha.

In both the Houses, members felt that the existing laws were not deterrent enough to prevent such crimes and they demanded law should be amended to provide for death penalty.

Home Minister Sushilkumar Shinde said he agreed with the views of the MPs and promised to take necessary steps to ensure safety of women in Delhi, including increased police patrolling.

"It is proposed to have this case tried by a fast-track court, with a request for day-to-day hearing, so that the trial does not linger...If there are any lapses, strict action will be taken against the police officers concerned," he said.

Delhi Chief Minister Sheila Dikshit urged Delhi High Chief Justice to immediately make functional five special fast track courts to try cases of assault on women as approved by her government.

As condemnation and demand for stringent punishment for the alleged rapists poured in, a "disturbed" Delhi High Court today said it was looking into the "brazen" incident following a plea for a court monitored probe into the incident while NHRC issued notices to Home Ministry and Delhi Police.

NHRC observed that the incident raised the issue of declining public confidence in law and order machinery here while seeking the reports within two weeks.

Both the victims had suffered serious injuries in the assault and after they were thrown out of the bus in a semi-nude condition.

Investigators have already said that they will seek a fast-track trial for speedy punishment in the case as well as write to Union Home Ministry seeking laws for invoking death penalty for rapists.

Ram Singh, the driver who was today remanded to five day custody, his brother Mukesh, Vinay Sharma, an assistant gym instructor and Pawan Gupta, a fruit seller, were on a "joy ride" on Sunday night when they crossed Munirka bus stop where the paramedic student and her male friend were waiting for a bus to Dwarka, Delhi Police Commissioner Neeraj Kumar said.

Kumar said two men are still absconding in connection with the incident. However later in court, police said three persons were absconding and they need to send teams to Bihar, Uttar Pradesh and Rajasthan to nab them.

"Ram Singh, who was not driving the vehicle that night, shouted that the bus was going to Dwarka and asked the couple to get into it. Once the bus started moving, they started misbehaving with the girl. Her male friend who protested and tried to save the girl was severely beaten up. The girl also tried hard to protect him," Kumar said.

But she was raped allegedly by Singh and other occupants of the vehicle which was being driven by Mukesh at the time of the incident. The duo were then brutally assaulted and dumped near Mahipalpur flyover, Kumar said.

While Singh, Sharma and Gupta were arrested from the capital, Mukhesh was nabbed from Rajasthan and has been brought to the capital, the Commissioner said, while terming the incident as "most reprehensible".

Speaking about the sequence of events, Kumar said the six men had allegedly looted a carpenter Ramadhar, whom they offered transport from R K Puram to IIT Gate, at around 8:30 pm, just before they reached Munirka from where they picked up the victim and her friend.

"The men in the bus started asking them why they were travelling in the night and what they were upto. The male friend asked him why were they bothered. Then they picked up a fight and the boy was hit on his head. The girl also fought with them to save her friend but was hit.

"Then they were enraged and dragged the girl to backseat where they sexually assaulted her," he said.

After assaulting them and dumping them, Ram Singh took to the wheels and then dropped the other five at their houses before parking the vehicle at his owner's place in Noida.

The next day, Monday, he drove back the bus to R K Puram but landed in police net as investigators were waiting for him after tracking the bus. "The bus was cleaned. But we have got enough forensic evidences like nail scratching, DNA, hair and lot of things," Kumar said.

India should learn from Singapore and cane those people publicly. Declare caning as the punishment for Rape! Because life imprisonment really only amounts 3-4 years of hard imprisonment the rest is casual life.

What can people expect from this currupt lawless govt. of congress. People of India completely lost the faith in this govt. No control on the price rise in all he fields, crimes, like theft,rape, money looting though over invoicing,scandals in all the projects etc. obviously it can not control these crimes as they themeselves are criminals. Firstly they should be punished.

The unfortunate Coward Act of the Culprits responsible for Gang Rape in the National Capital should be announced with a strict punishment as the verdict should be an eye opener for the others not to indulge in corrupt practices that defame the Masses through the Fast Track Court . Really a shameful Act of Gang rape that has put the Females in dilemma in regard to there safety and security .
