New Delhi: The Centre has directed state
governments not to negotiate any kind of assistance with
external agencies like UN bodies without its consent, the Lok
Sabha was informed today.
In a written reply, External Affairs Minister S M Krishna
said, as the nodal department for external multilateral and
bilateral assistance, the Department of Economic Affairs has
issued instructions from time to time to state governments,
requesting them not to negotiate any kind of assistance with
external agencies without routing it through the DEA.
A recent example of the violation, Krishna said,
concerned the supply to some state governments of Ready-to Use
Therapeutic Food (RUTF) called plumply nut by the UNICEF.
UNICEF was requested by Women and Child Development
Ministry to discontinue the use of RUTF, to ship it out and to
restore funds of equivalent value to the GOI-UNICEF country
The international body has confirmed to the Government
its compliance with the directives, Krishna said.
