Gang-rape impact: slew of measures announced, DHC to monitor probe

New Delhi: A rising tide of outrage over the brutal gang-rape of a young paramedical student today led to announcement of a raft of measures including increased police patrolling and five fast track courts to deal with such cases and the Delhi High Court to step in and monitor the probe.

Prime Minister Manmohan Singh described the assault against the girl in a moving bus here on Sunday night as "very upsetting" even as a fifth person--Akshay Thakur-- was detained in Bihar in the case and being brought to Delhi and police hot on the trail of a sixth person Raju, a helper.

The 23-year-old girl, who was also tortured, underwent a fifth surgery and "continues to be critical but stable", doctors attending on her at Safdarjung hospital said.

Doctors performed an elective abdominal surgery --gastronomy and duodenustromy -- had to remove her gangrenous small intestine. They said she has lost most of her intestine and remains on "ventilatory support."

Delhi Police invoked more stringent charges of attempt to murder and destruction of evidence against the six accused.

Taking suo motu cognisance of the dastardly crime, the Delhi High Court decided to monitor its investigation by directing police to carry a "high standard" probe and file the chargesheet only after the court's perusal.

"Nobody is safe," the court said, as it pulled up the police, noting such incidents repeatedly happen in the city.

Asking Delhi police how the bus, having tinted glasses, kept plying on busy roads for 40 minutes and the sexual assault remained undetected, a bench headed by Chief Justice D Murugesan directed Police Commissioner Neeraj Kumar to file a status report within two days giving all details.

As the shocking crime continued to engage the attention of Parliament, Government announced increased police patrolling, immediate crackdown on vehicles having tinted glass besides impounding of buses and autorickshaws being plied by unverified drivers.

All commercial vehicles, including buses, will be asked to keep their lights on during night while plying in Delhi, Home Minister Sushilkumar Shinde said.

The Registrar General of the High Court communicated to Delhi Government its acceptance of the recommendation to immediately make functional five fast track courts to deal with cases of sexual assault against women, officials said.

"It's a heinous crime. It is very upsetting," Prime Minister Singh said while receiving a delegation of women MPs who raised the gang-rape case.

Shinde said in Parliament that Delhi Police have added sections 307 (attempt to murder) and 201 (destruction of evidence) against the accused.

Police had earlier charged them under sections 365 (kidnapping or abducting), 376 (2)(g) (gang rape), 377 (unnatural offences), 394 (hurting in committing robbery) and 34 (common intention) of the IPC

Making a statement in both Houses of Parliament--the second in two days--on the incident, Shinde said it has been decided to augment the PCR fleet of Delhi Police by providing more vehicles which would be GPS-enabled so that their movement can be tracked at the central control room.

There shall be immediate crackdown on buses having tinted glasses and curtains and all such vehicles will be impounded immediately, the Minister said after reviewing the situation with Delhi Police Commissioner Neeraj Kumar.

All commercial vehicles, including buses, will be asked to keep their lights on during night while plying in Delhi.

"All off-duty buses must be parked with their owners and not with their driver or staff," Shinde said.

Commercial vehicles including buses found violating the contract carriage conditions or any other permit conditions shall be impounded and their permits cancelled.

Police will undertake verification of drivers and staff of all public vehicles and all buses and autos being plied by unverified staff or drivers shall be impounded, said Shinde, who is directly responsible for law and order in the capital.

Angry protests also erupted across the country with its epicentre being outside Chief Minister Sheila Dikshit's residence, Police Headquarters and at India Gate.

Police had to use water cannons to disperse the protesters outside Dikshit's residence when they tried to bring down metal barricades.

Why measures are thought upon only after the incidence have happened and ruined someone`s life? Girls have to come together and no matter who and how she is related to the culprit she must not fear and step out to take appropriate action against the criminal. Girls have to learn self defense and must be compulsory in schools. To all my female friends, keep a small knife, chillipowder in your bag. None of the politician, policemen and law will save females and all are just to blame each other and have fun.

INDIA is a democratic country``BY THE PEOPLE,FOR THE PEOPLE,OF THE PEOPLE``so .I think our constitution is in our hands.we nave to fight for our safety.i think house to house surveys and public polls should be done to demand for ammendmendment of laws-defination of rape and must and must its punishment-376IPC.I know its difficult but WHERE THERE IS WILL THERE IS WAY.I think then a fear will be created which will curb this crime.

As whole India is worried about that girl, who is brave and having lot of corrage,fighting for her life, she will be fine soon as I pray. The main thing that has to bring to the notice of people that rape cases are happening all over India everyday -and no one is raising voice for this strongly. If People are doing so – no action is taking place by the goverment.Even if they get punishment as life time jail or death – otherwise they are out on bail. IS THIS IS THE RIGHT PUNISHMENT??? Wondering here n their as ghost in society and making people scared. Mainly harrying is top story for rape case-now days, and what are we doing for those victims of Haryana or can say victims of Pan India-As per lows rapist are getting punishment but no changes in crime rate,. Their should be such a punishment for the rapist that -before committing this crime a rapist will think thousand time. Then only rape cases will come to decreasing order or say zero IS rapist main organ should be cut off-THIS WILL OPEN EYES OF ALL HUMAN not to attempted rape in life.... I believe in our country the rich & powerful have set examples of a different kind. We are talking of abolishing capital punishment. I believe laws should be amended that the rapist is subjected to acid treatment or medically made impotent for life.

This incident is shameful for our country. on one side , country says girls should be promoted , educated so that they can have bright future, and on other hand girls are rapped , tortured if a girls comes late from her office . and most shameful thing is , instead of taking action against all these govt advice`s that girls should get into their homes by 6 pm. i really upset and 100% disagree with all these reactions. i wanna say to our law and order , putting such animal committing such crime behind bar or hanging them is not the solution, they must be be given such a death, that no one else could not even think to tease a girl after seen such punishment. i also urge to all other , whenever and wherever u see a girl teased by a male just react to it ,stop being cold blooded because these time it may be unknown girl but next time it may be know one. SO REACT TO IT !!

These rapists must be punished severely. Following are my suggestions... 1: Rapists shuld be raped in punishment. There are lot of Gay guys who will volunteer themselves for this punishment.... Unless they feel the pain that the girl felt , they wont realize their deeds. 2: Castrate them like cattles and then repeat the process 1 every month

To All the Men of India, Its shameful what all has been done with the girl.And its sad that it will continue to happen as this country is a male chauvinist country.First a family kills a female child and if a good family shows courage to bring a female child in this world, she suffers this in our country. Its disgusting just to get a pleasure for 15 min, men can be like this. I dont have words as being a girl I am still proud to be a Girl and would never want to be Male in any of my next many births.

Do a survey in India , and ask women if they feel secure with a Polliceman, who is not related to them or known to them. U will get the the answer for rising sex crimes like Gangrapes. Lower rung Policeman given a half a chance wlll indulge in a similar thing. I am not saying all Police is bad, but most of them have the same mentality as these criminal that`s why they don`t take ever easing seriously. . Which makes men think that they are above the law and they can go step further and rape someone , without fearing the consequences . As it convection rate in rape cases are very low.

Invoke the shariat law that considers a rapist as asocial terrorist of the worst kind and punishes him by stoning to death in full view of the public at an appointed time. In saudi arabia and other gulf countries, such incidents are prevented by the fear of this punishment.If it does takes place justice is quick and spontaneous.L.K Advani himself had some time ago asked for it.
