Govt for employer-employee talks to curb labour law misuse

New Delhi: Concerned over the "misuse" of
Contract Labour Act like under-payment of wages, the
government on Thursday asked the industry to build a consensus with
the workmen over the issue, saying violation of the law is
neither in the interest of businesses nor the workforce.

"We want bring a situation where employer and employee
dialogue is initiated to deal with the issue and build a
consensus among them for implementation of the Act in true
letter and spirit," Minister of State for Labour Harish Rawat
said.

He said the Government has already constituted a task
force to consider issues relating to contract labour.

Rawat lamented that "even after putting in 10 years of
service in an organisation, there is lack of job security for
an employee. Besides, contract workers are also not paid their
minimum wages."

Talking to reporters on the sideline of a conference on
employment generation through labour reforms, he said his
Ministry is proposing to introduce new bills in the
forthcoming Budget session of Parliament for bringing
amendments in various labour-related acts.

The Minister said they propose to introduce a bill to
amend the ESIC Act to bring more enterprises under its ambit
by reducing the minimum threshold limit from 20 employees to
10 employees.
