New Delhi: In a decisive push in the fight against corruption, the Union government is readying five bills, including the Lokpal Bill, for introduction in the Winter Session of Parliament.

The five bills are: Lokpal Bill, Citizen’s Charter, Public Grievance Redressal Bill, Whistleblowers Bill and Judicial Accountability Bill. The govt’s move came against the backdrop of Anna Hazare's call for a fresh anti-corruption campaign.

Addressing a joint press conference here, Union Rural Development Minister Jairam Ramesh said that the government intends to pass the much debated Lokpal Bill in the Winter Session of the Parliament.

Also present at the press conference was Minister of State for Personnel V Narayanasamy who said, "The Citizen's Right to Grievance Redress Bill, 2011 will be introduced in the Winter Session of the Parliament".

Public Grievance Redressal Bill will look at complaints of violation of the Citizens' Charter to be formulated by each government department, identify liabilities of public servants in case of default and impose penalities for failure to deliver services or redress grievances in a time-bound manner.

At the state and central levels, the law proposes to establish public grievance commissions, to act as quasi-judicial bodies.

Under the proposed law, every public authority will have to designate a Grievance Redress Officer (GRO) right from the block level up to the central government.

The GRO would be empowered to identify the reason for the grievance, fix responsibility on a defaulting office or officer, and recommend penalty or punishment.

If not satisfied, applicants will have the right to appeal against action taken by the GRO. The proposed bill has the provision to impose a penalty on the GRO if any complaint is not addressed in a stipulated timeframe.

Talking about the modalities of the Bill, Ramesh said the draft makes it compulsory for every ministry and department to act within 15 days on complaints from the public, failing which an appeal could be filed with a higher authority. This authority will have to dispose off the appeal within 30 days.

“Government will appoint 5 lakh officers across the country to monitor public grievances,” he said.

The law will set up a mechanism similar to the Right to Information (RTI) Act, and seek to have a "Citizens' Charter" to deal with public grievances, the Rural Development Minister said.

“The proposed legislation would be another landmark in the rights-based approach followed by the UPA-II,” he said.

Ramesh has been coordinating with the Department of Personnel and Training in finalising the draft Bill.

“The Bill seeks to cover all the schemes and departments of the Central Government and provide a platform to state governments to implement a similar mechanism for their schemes,” informed Narayanasamy.

Narayanasamy said that the bill will ensure an appropriate decentralised and citizen-friendly mechanism to redress public grievances.

He said the Bill will be put up on the website of the department of personnel for 21 days for people to give their comments.

On Citizens’ Charter, Ramesh said, “Every public authority will have a Citizens’ Charter which will clearly state the functioning of the public offices. People will have direct access to the officers and can complaint if the government authority fails at any point. Immediate actions will be taken on all such complaints.”

India is ranked 134th on human development index. Problems of poverty, population explosion, discrimination of women and underprivilaged people are not ending despite best efforts of governament. Countries like China and Pakistan are posing constant threat to our intigrity which also happen to be our neighbours. China is set to become superpower and has left us far behind. Not only does governament need to improve the system but also change its attitude towards electorate and rise above vote bank poltics for strong india. The second suggestion applies to all political parties.

One thing is sure. GRO posts will be sold for high bid and in the process he/she will make more extra money. To have foolproof mechanism, we have to set up a computerized system to empower citizens

The voice raised by Annaji and team was to bring a strong bill to fight corruption and with this it appears that the Govt is indeed serious about the same. The question arises that why the oldies of congress party like Sibbal, Digvijay..... were making noices

this bill should be excluded from any politician and work assignment should be given as private mnc company if any authorized person will fail he should be given rating with cause(proper mail).if their rating less some target rating he /she should be fired

The move will definitely go a long way in satiating the sceptics who have virtually cast a big shadow of SELF DOUBT in the atmosphere. The move is also welcome because no single institution or authority will then be able to have too much power concentrated in its/his/her hands. It is high time that the young generation rises to the occasion and opts for a life where `PURITY OF MEANS IS ALWAYS ADHERED TO FOR PURITY OF ENDS` The government which brought the RTI Act must be given time to act. The people have always the option to topple it in the next general election if it does not act.

Yes, this is the right way the government is moving, dispite opposing team anna tooth and nail. I think the govt. now realised the need to curb corruption and deliver the services to the people they need without bureaucratic hurdles. Well done in this case this govt. can get reelected. But I feel the govt. officers start working overtime and prepare for subverting the law just like they prepared for the competitive exam. to get govt. Job.

Government must give the Time-Period for any work to be finish. If any work, not finish in given time, Officer must be Terminate, so that other Government Officer learn the lesson and do their work in Honesty. Government Servants purposely delay the work and their Agents who are roaming around comes to you as a Savior and charge you to complete the work, which is Free of Cost. And both the Agent and the Government Officer then share 50-50 Bribes. Better install CCTV to wipe out corruptions from Government Departments.

Well said officer must be Terminate, One not to understand, either were a agent or a bribe giver. If you are bribe giver to get work done you should be punished. Above all first the person who instigate to bribe the officer to be punished and sentence to life imprisonment
